Training Coordinator / Quality Assurance & Evaluation Analyst 2026P-0717
Ascension is seeking an experienced, highly organized Training Coordinator / Quality Assurance & Evaluation Analyst to support the modernization and delivery of the USPTO Patent Training Academy.
This individual will coordinate training schedules, instructors, course materials, attendance, assessments, quality reviews, learner feedback, and performance reporting across three integrated workstreams:
- Training consultation and curriculum revision;
- Development of accessible eLearning content; and
- Instructor-led and technology-enabled training delivery.
The ideal candidate brings hands-on experience coordinating complex training programs involving multiple courses, instructors, subject matter experts, learner cohorts, delivery formats, and concurrent deadlines. The candidate must be comfortable working with highly technical, legal, regulatory, or procedural training content, even though the position is not expected to serve as the primary patent subject matter expert.
This role is important because the USPTO must modernize a large, highly complex training program while maintaining instructional accuracy, version control, accessibility, delivery continuity, and a consistent learner experience. The selected candidate will provide the operational discipline and quality controls necessary to keep training development and delivery activities synchronized, documented, measurable, and ready for implementation.
Summary of the Contractor Role
The Training Coordinator / Quality Assurance & Evaluation Analyst will serve as the operational coordination and quality-assurance hub for the Patent Training Academy transformation effort.
The individual will work closely with Ascension’s Program Manager, instructional designers, eLearning developers, patent and intellectual-property subject matter experts, instructors, accessibility specialists, and USPTO stakeholders. The position will coordinate course-development checkpoints, instructor assignments, SME reviews, training schedules, material releases, learner attendance, assessment results, survey responses, corrective actions, and program-performance reports.
The successful candidate must be detail-oriented, responsive, analytical, and comfortable operating in a fast-paced environment with evolving priorities. The individual should be self-driven, capable of anticipating scheduling and quality risks, and skilled at resolving coordination issues before they affect course development or training delivery.
This position will help the customer answer critical operational questions, including:
- Are courses, instructors, classrooms, virtual sessions, and supporting materials ready for delivery?
- Are the correct and approved versions of training materials being used?
- Have required subject matter expert, quality, and accessibility reviews been completed?
- Are learners attending, completing, and benefiting from the training?
- Are assessments and surveys producing useful evidence of learning effectiveness?
- Are open issues, corrective actions, and lessons learned documented and resolved?
- Is training coverage sufficient to prevent unnecessary cancellation or rescheduling?
- Are project leaders receiving accurate and timely program-performance information?
The role will establish and maintain practical tools and processes such as integrated training schedules, instructor rosters, attendance trackers, course-readiness checklists, material and version-control logs, assessment trackers, survey instruments, QA review forms, SME approval records, action-item logs, issue registers, evaluation dashboards, and lessons-learned reports.
Essential Duties and Anticipated Activities
The selected contractor will:
- Coordinate training schedules, course-development milestones, instructor assignments, SME reviews, learner cohorts, virtual sessions, and onsite delivery activities.
- Maintain an integrated master schedule covering curriculum consultation, eLearning development, quality reviews, course approvals, and training delivery.
- Track the status of revised courses and eLearning modules from initial planning through development, review, approval, publication, delivery, and evaluation.
- Schedule meetings, course reviews, instructor preparation sessions, rehearsals, checkpoints, and lessons-learned discussions.
- Coordinate with instructional designers, eLearning developers, instructors, accessibility specialists, patent SMEs, and client representatives to identify dependencies and prevent schedule conflicts.
- Verify that instructors, course materials, learning environments, collaboration tools, and supporting resources are ready before each training event.
- Confirm that the appropriate, approved version of each presentation, facilitator guide, participant guide, assessment, job aid, and eLearning module is released for use.
- Administer document-control and version-control processes for training materials, assessment instruments, QA records, and SME approvals.
- Develop and apply course-readiness checklists, QA review forms, delivery observation tools, and acceptance-tracking procedures.
- Review training materials for completeness, consistency, formatting, usability, instructional flow, and alignment with approved learning objectives.
- Coordinate Section 508 accessibility reviews and track the correction and closure of identified accessibility issues.
- Document SME comments, Government feedback, required revisions, approval decisions, and final acceptance status.
- Track learner registration, attendance, completion, participation, assessment performance, survey responses, and other program measures.
- Administer pre-training, post-training, and follow-up surveys or evaluation instruments using approved platforms.
- Analyze quantitative and qualitative learner feedback to identify trends, instructional gaps, usability concerns, and opportunities for improvement.
- Calculate and report course-completion rates, assessment results, satisfaction measures, instructor-performance indicators, revision-cycle times, and other agreed-upon key performance indicators.
- Prepare recurring status reports, evaluation summaries, dashboards, briefing materials, meeting minutes, decision logs, and corrective-action reports.
- Monitor instructor coverage and coordinate backup resources to reduce the risk of canceled or rescheduled training.
- Support virtual training delivered through Microsoft Teams or other USPTO-approved collaboration platforms.
- Coordinate delivery logistics for in-person training at USPTO Headquarters in Alexandria, Virginia, and, when required, regional offices in San Jose, Dallas, and Detroit.
- Identify schedule, quality, resource, material, technology, and delivery risks and promptly escalate issues requiring management or Government action.
- Maintain action-item, issue, decision, dependency, and risk logs through resolution.
- Facilitate after-action reviews and capture lessons learned from curriculum redesign, eLearning development, instructor preparation, and course delivery.
- Recommend improvements to training coordination, learner communications, quality controls, evaluation methods, and performance-reporting processes.
- Protect sensitive Government, employee, learner, and proprietary information in accordance with applicable policies and contract requirements.
