Ascension is seeking an experienced UFMS Technical / Application Support Subject Matter Expert (SME) to provide advanced functional and technical support for the Indian Health Service (IHS) Unified Financial Management System (UFMS) environment, including Oracle Federal Financials, Hyperion, FBIS, reporting solutions, system interfaces, and related financial management applications.

The ideal candidate is a seasoned Oracle Federal Financials professional with demonstrated experience supporting enterprise financial management systems within the Federal Government environment. The candidate will serve as a trusted technical advisor responsible for troubleshooting complex application issues, supporting system enhancements, validating interfaces and data exchanges, executing testing activities, and ensuring operational continuity for mission-critical financial systems.

This position is ideal for a highly analytical, detail-oriented professional who understands the intersection of financial management operations, enterprise applications, system integrations, data integrity, and Federal compliance requirements.

The successful candidate will bring strong Oracle EBS technical knowledge, problem-solving capabilities, and the ability to collaborate with Government stakeholders, functional users, system administrators, and technical teams to maintain reliable financial operations.

Summary of Contractor Role

The UFMS Technical / Application Support SME provides advanced technical and functional support for IHS financial management applications supporting the Office of Finance and Accounting (OFA). The position supports daily operations, system maintenance, enhancements, troubleshooting, testing, and continuous improvement activities for UFMS, Hyperion, FBIS, and associated interfaces.

The contractor will support the Government by ensuring financial applications remain available, accurate, secure, and aligned with business requirements. Responsibilities include analyzing system issues, performing root cause analysis, supporting change and release management activities, validating system enhancements, and assisting with user support and knowledge transfer.

The role requires a professional capable of working independently, managing competing priorities, and resolving complex technical problems involving:

• Oracle Federal Financials / Oracle E-Business Suite environments
• Hyperion application support
• Financial reporting systems
• Database queries and data analysis
• System interfaces and integrations
• User access provisioning workflows
• Application testing and validation
• Change management processes
• Financial system data integrity monitoring

Position Responsibilities / Expected Activities

The UFMS Technical / Application Support SME will:

• Provide advanced technical troubleshooting support for UFMS, Hyperion, FBIS, and related financial applications.
• Analyze and resolve complex application incidents involving system functionality, interfaces, configurations, reporting, and data issues.
• Perform root cause analysis to identify underlying causes of system defects, processing failures, and operational issues.
• Support UFMS enhancements, configuration changes, patches, upgrades, and system improvements.
• Evaluate proposed system changes and perform technical impact assessments to determine impacts on business processes, interfaces, reports, and system functionality.
• Execute functional, regression, integration, and user acceptance testing activities to validate system changes before production implementation.
• Develop and maintain test scenarios, scripts, validation procedures, and supporting documentation.
• Support Oracle Federal Financials modules including General Ledger, Accounts Payable, Accounts Receivable, Purchasing, iProcurement, Fixed Assets, and related financial functions.
• Support Hyperion application operations, including:
  • Application troubleshooting
  • Interface validation
  • Data integrity checks
  • Reporting support
  • Configuration support
  • User assistance
• Develop and execute database queries and data extracts to support troubleshooting, reporting, and analysis activities.
• Support system interfaces and data exchanges between UFMS and external financial applications.
• Monitor system integrity and validate financial data flows between applications.
• Investigate interface errors, transaction failures, and data discrepancies.
• Support user provisioning activities, including access requests, user inquiries, and documentation updates.
• Maintain technical documentation, configuration documentation, standard operating procedures (SOPs), and knowledge management materials.
• Support change management and release management processes following established Government procedures.
• Participate in technical meetings with Federal stakeholders, application teams, and support organizations.
• Provide knowledge transfer, user assistance, and technical guidance to Government personnel.
• Support after-hours operational troubleshooting activities when required.
