Protect our Land, Ascend with Us!

Ascension is seeking an experienced SharePoint Online & Knowledge Management Specialist to support the U.S. Coast Guard’s Command, Control, Communications, Computers, Cyber and Intelligence (C5I) Business Operations & Services organization.

The ideal candidate combines hands-on Microsoft SharePoint Online/Microsoft 365 administration and development experience with a strong understanding of knowledge management, document governance, workflow automation, information architecture, and business process improvement.

This individual will help the Coast Guard organize, govern, maintain, and improve online repositories containing Standard Operating Procedures (SOPs), business processes, internal and external service information, governance documentation, and other organizational knowledge assets. The position supports the Coast Guard’s broader objective of improving business governance, organizational performance, process management, and access to trusted information.

The candidate should be a detail-oriented and highly organized professional who can work independently with limited direction while collaborating effectively with Government personnel, analysts, process owners, and other technical specialists. The successful candidate should be comfortable operating in a changing Agile environment, identifying problems before they become barriers, translating user needs into workable SharePoint solutions, and managing several priorities simultaneously.

This role aligns strongly with Ascension’s existing experience. Ascension has performed SharePoint administration, development, migration, repository development, permissions management, workflow automation, document libraries, data migration, and end-user support for DHS/Federal Protective Service programs.

Summary of the Contractor Role

The SharePoint Online & Knowledge Management Specialist will provide technical and functional support for Coast Guard C5I knowledge repositories and collaborative business environments.

The Coast Guard specifically requires support for maintaining online SOP repositories in SharePoint Online and other Government-approved environments; maintaining knowledge assets and knowledge libraries; managing content maintenance schedules; supporting version control; documenting internal and external services; and developing, implementing, administering, and routinely updating online repositories. Microsoft Power Platform experience is identified by the PWS as desired for the Knowledge Management task.

The specialist will bridge the gap between business users and technology, helping users determine how information should be organized, governed, accessed, automated, and maintained. Responsibilities may include developing SharePoint lists and libraries, implementing metadata, configuring permissions, creating workflows, improving repository navigation, supporting migration or restructuring activities, establishing version-control practices, and automating routine information-management activities through Microsoft Power Platform.

Because the overall contract operates in an Agile environment, the individual should also be prepared to participate in Sprint Planning, Backlog Reviews, Sprint Reviews, and Retrospectives and complete assigned user stories and product increments as applicable.

Position Purpose

The primary purpose of this position is to ensure Coast Guard personnel have rapid, reliable, controlled, and appropriately governed access to organizational knowledge.

The specialist will help address common operational challenges such as:

  • Information distributed across disconnected repositories;
  • Outdated or duplicated SOPs and business documentation;
  • Weak or inconsistent document version control;
  • Difficulty finding authoritative information;
  • Manual routing and approval processes;
  • Inconsistent metadata and naming conventions;
  • Inefficient document maintenance processes;
  • Improper or overly broad repository permissions;
  • Limited automation of recurring knowledge-management activities; and
  • Difficulty maintaining an authoritative source for organizational processes, services, policies, and knowledge assets.

This position is therefore more than a traditional SharePoint Administrator. Ascension should recruit someone who understands how to apply Microsoft technology to information governance, process improvement, collaboration, and knowledge lifecycle management.

Anticipated Day-to-Day Activities

The SharePoint Online & Knowledge Management Specialist will:

  • ADMINISTER SharePoint Online sites, subsites, libraries, lists, pages, permissions, navigation, metadata, and related Microsoft 365 collaboration capabilities.
  • MAINTAIN online SOP repositories, governance libraries, process documentation, knowledge assets, and organizational reference materials.
  • DESIGN and implement logical SharePoint information architectures that make organizational information easier to locate, navigate, retrieve, and maintain.
  • DEVELOP SharePoint lists, libraries, forms, views, site structures, content types, metadata structures, and other configurations based on business requirements.
  • CONFIGURE user permissions, groups, access controls, and repository structures in accordance with Government security and information-management requirements.
  • IMPLEMENT document governance practices including naming conventions, version control, revision histories, content ownership, approval processes, and document-retention practices.
  • DEVELOP Power Automate workflows and other Power Platform solutions, where appropriate, to automate document routing, approvals, notifications, intake processes, status tracking, and recurring administrative activities.
  • ASSESS existing repositories and recommend improvements to usability, navigation, information organization, accessibility, governance, and maintainability.
  • SUPPORT migration, restructuring, consolidation, and cleanup of SharePoint content while maintaining data integrity and appropriate access controls.
  • IDENTIFY redundant, obsolete, outdated, incomplete, or improperly classified knowledge assets and coordinate with Government content owners to determine disposition.
  • DOCUMENT internal and external organizational services and associated processes, procedures, SOPs, job aids, governance artifacts, and knowledge assets.
  • ESTABLISH and maintain schedules for periodic review, validation, updating, and retirement of knowledge assets.
  • FACILITATE meetings with process owners, stakeholders, users, and technical personnel to determine repository requirements and resolve information-management issues.
  • TRANSLATE operational needs into functional SharePoint, Microsoft 365, and Power Platform requirements.
  • TROUBLESHOOT SharePoint configuration, workflow, permissions, content, navigation, and user-access issues.
  • RECOMMEND opportunities to improve or automate manual knowledge-management and document-management processes.
  • SUPPORT configuration management and change control for repository enhancements and releases.
  • MAINTAIN accurate inventory, status, ownership, and revision information for organizational knowledge assets.
  • CREATE user documentation, SOPs, quick-reference guides, job aids, and other materials necessary for Government personnel to use and maintain implemented solutions.
  • TRAIN Government users and content owners on SharePoint repositories, document governance, workflows, and related Microsoft 365 capabilities.
  • PARTICIPATE in Agile Sprint Planning, Backlog Reviews, Sprint Reviews, Sprint Retrospectives, and other development-team activities when assigned.
  • COMPLETE assigned user stories and technical/functional deliverables within established Sprint schedules.
  • APPLY Section 508 accessibility practices to applicable electronic information and communications technology deliverables.
  • PROTECT Controlled Unclassified Information (CUI), Sensitive But Unclassified information, Privacy Act information, proprietary information, and other Government-controlled information.
  • COORDINATE with Government personnel and other contractor team members to resolve repository, document-governance, workflow, and knowledge-management issues.
