Ascension is seeking an experienced Senior UFMS Functional Lead / Oracle Federal Financials Subject Matter Expert to support the Indian Health Service (IHS) Office of Finance and Accounting (OFA) in maintaining and enhancing its enterprise financial management environment. Summary of the Contractor Role

The Senior Subject Matter Expert (UFMS Functional Lead) provides senior-level functional expertise supporting the Indian Health Service (IHS) Unified Financial Management System (UFMS), Oracle Federal Financials, Oracle Hyperion, Financial Business Intelligence System (FBIS), and related financial reporting environments.

The position supports operations and maintenance activities across multiple financial modules including:

• General Ledger (GL)

The UFMS Functional Lead analyzes business requirements, resolves complex functional issues, supports financial reporting accuracy, performs reconciliation activities, assists with audit readiness, and provides recommendations to improve financial processes and system performance.

The role requires applying federal financial management knowledge, Oracle EBS R12 expertise, and structured problem-solving methodologies to ensure IHS maintains accurate financial operations and compliance with federal requirements.

Position Responsibilities / Day-to-Day Activities

The Senior UFMS Functional Lead will:

• Provide senior functional expertise supporting Oracle Federal Financials and UFMS operations.
• Analyze and resolve complex financial system issues involving UFMS modules, interfaces, reporting, and financial transactions.
• Support General Ledger operations, including journal entries, accounting configuration review, and financial transaction validation.
• Perform financial reconciliation activities to identify discrepancies, investigate root causes, and support corrective actions.
• Support monthly, quarterly, and fiscal year-end financial close activities.
• Validate financial reports and extracts supporting federal reporting requirements.
• Support preparation for CFO audits, OMB Circular A-123 assessments, GAO reviews, and internal control evaluations.
• Analyze financial data and develop recommendations to improve operational effectiveness.
• Support Oracle Hyperion functionality, reporting, troubleshooting, and user support.
• Assist with FBIS reporting validation, testing, and deployment activities.
• Develop and maintain financial process documentation, SOPs, workflows, and job aids.
• Support requirements gathering for system enhancements and business process improvements.
• Conduct functional testing, regression testing, integration testing, and user acceptance testing.
• Coordinate with federal stakeholders, technical teams, Oracle support teams, and other system stakeholders.
• Participate in change management activities associated with UFMS enhancements and releases.
• Provide user training, knowledge transfer, and mentoring to federal personnel.
• Prepare briefings, status reports, dashboards, and executive-level communications.
• Identify operational risks and recommend mitigation strategies.
• Participate in continuous improvement initiatives focused on financial accuracy, efficiency, and compliance.
