ASCENSION is seeking a Senior Public Health Monitoring and Evaluation Specialist to support a federal global health program responsible for assessing the implementation, effectiveness, efficiency, outcomes, and impact of public health programs designed to strengthen outbreak prevention, detection, response, workforce development, and sustainable public health capacity.

The ideal candidate is an experienced public health evaluation professional who can move comfortably between evaluation design, implementation, stakeholder coordination, analysis, and communication of findings. This individual should understand that successful program evaluation requires more than producing a final report. The role requires working with program officials, technical experts, country teams, and implementing partners to refine evaluation methods, organize evaluation activities, assess evidence, translate findings into understandable conclusions, and help decision-makers use those findings to improve program performance.

We are particularly interested in candidates who have experience working within global health security, public health systems strengthening, workforce development, Field Epidemiology Training Programs, or related international public health initiatives.

The successful candidate will be intellectually curious, highly organized, analytical, collaborative, and comfortable working with geographically dispersed stakeholders. The person should also be able to operate effectively in environments where available data, stakeholder priorities, schedules, and country-specific operating conditions may change during the evaluation process.

This is not intended to be a Director or enterprise Program Manager position. It is a senior technical evaluation role that combines hands-on evaluation expertise with coordination, technical assistance, analysis, and communication responsibilities.

Position Summary

The Senior Public Health Monitoring and Evaluation Specialist will support the CDC Office of Monitoring and Evaluation in evaluating Division of Global Health Protection-supported public health programs and systems-strengthening initiatives, with particular emphasis on workforce development.

The Office of Monitoring and Evaluation’s broader mission is to strengthen public health systems globally and enhance global health security by coordinating and executing monitoring and evaluation of Division-supported activities. Its work evaluates progress, effectiveness, efficiency, and impact and supports partner governments in developing sustainable capacity to address health threats.

In this role, the Specialist will help refine evaluation tools, coordinate evaluation activities, collect and organize evidence, analyze findings, prepare written and oral evaluation products, maintain evaluation documentation, and support dissemination of results. The individual may also travel internationally to CDC-supported Global Health Security countries to provide technical assistance to CDC country offices and implementing partners.

The position requires someone who can take an evaluation requirement from concept through execution, working independently while coordinating effectively with client leadership, technical subject matter experts, program personnel, and external partners.

The Specialist should be comfortable using structured evaluation processes, qualitative and quantitative data, Microsoft 365 collaboration and reporting tools, and Government information systems. The Government has indicated that contractor personnel may work through secure CDC systems, including VPN/CITGO and Microsoft 365 environments.

Anticipated Day-to-Day Responsibilities

The Senior Public Health Monitoring and Evaluation Specialist will:

• Refine evaluation frameworks, instruments, protocols, questionnaires, interview guides, data-collection tools, and supporting documentation based on program objectives and stakeholder needs.
• Coordinate evaluation planning and implementation activities with CDC technical leads, program personnel, country offices, implementing partners, and other stakeholders.
• Translate program goals and evaluation questions into practical evaluation methodologies, measures, indicators, and data requirements.
• Review existing program documentation, performance information, monitoring data, evaluation evidence, and other relevant source material.
• Collect and organize quantitative and qualitative evidence needed to assess program implementation, outcomes, effectiveness, efficiency, and impact.
• Analyze evaluation data and supporting evidence to identify trends, findings, implementation challenges, lessons learned, and areas requiring further examination.
• Assess data quality, completeness, consistency, and fitness for intended evaluation purposes.
• Develop defensible findings, conclusions, and recommendations supported by evaluation evidence.
• Prepare technical reports, executive summaries, briefing materials, presentations, tables, charts, and other products communicating evaluation results.
• Present evaluation findings orally to technical, programmatic, leadership, and stakeholder audiences.
• Disseminate approved findings and evaluation products using Government-established processes and communication channels.
• Archive evaluation plans, tools, data documentation, reports, presentations, and supporting records in accordance with CDC requirements.
• Maintain organized evaluation documentation and version control to support traceability of methods, evidence, findings, and final products.
• Facilitate working sessions, evaluation meetings, technical discussions, interviews, and stakeholder consultations.
• Engage effectively with culturally and professionally diverse audiences across CDC headquarters, country offices, partner governments, and implementing organizations.
• Provide monitoring and evaluation technical assistance during international engagements and site visits.
• Support evaluation activities associated with Field Epidemiology Training Program and other DGHP-supported workforce-development initiatives.
• Identify evaluation implementation risks, data limitations, scheduling constraints, and stakeholder dependencies and recommend practical mitigation actions.
• Coordinate activities and deliverables against established schedules and Government priorities.
• Contribute technical content to monthly and annual project status reporting when requested.
• Document progress, completed activities, emerging issues, corrective actions, and planned work necessary to support contract reporting.
• Apply applicable federal requirements for data collection, records, accessibility, and information management, including requirements associated with the Paperwork Reduction Act when applicable.
• Ensure electronic evaluation products and documentation satisfy applicable Section 508 accessibility requirements.
• Use secure Government-furnished technology and CDC systems in accordance with applicable security, privacy, records-management, and information-handling requirements.
• Travel internationally, as authorized, to CDC-supported Global Health Security countries to support evaluation and technical-assistance activities.
