Ascension LLC is seeking a Senior Governance and Target Operating Model (TOM) Architect to support a high-visibility organizational transformation effort for the Air Force Nuclear Weapons Center’s ICBM Systems Directorate. This role will help design a unified governance framework, improve decision-making, clarify roles and authorities, and support implementation of a future-state operating model.

The ideal candidate is a senior management consultant, organizational transformation leader, or governance strategist with experience supporting federal, DoD, acquisition, sustainment, or mission-critical environments. This position requires strong executive facilitation, governance design, change management, process improvement, and strategic advisory skills.


Key Responsibilities

  • Design governance frameworks, decision-rights models, and escalation paths.
  • Develop Target Operating Model artifacts, governance charters, and implementation roadmaps.
  • Analyze organizational friction, decision latency, role ambiguity, and process inefficiencies.
  • Facilitate executive workshops, stakeholder interviews, working groups, and leadership briefings.
  • Define governance forums, operating boundaries, accountability structures, and sustainment practices.
  • Translate findings into actionable recommendations, briefings, and transformation playbooks.
  • Support change management, governance rollout, adoption planning, and implementation sequencing.
  • Coordinate with human capital, organizational health, data analytics, and transformation teams.
  • Prepare executive-ready deliverables using Microsoft Word, PowerPoint, Excel, Teams, and SharePoint.
  • Maintain compliance with advisory support boundaries, OCI restrictions, CUI handling, and federal consulting standards.

Technical SkillsExperience developing governance models, decision frameworks, operating models, transformation roadmaps, or process improvement plans. | Experience supporting federal, DoD, national security, acquisition, sustainment, or complex mission organizations.
Desired SkillsMaster’s degree in Organizational Development, Business Administration, Public Administration, Systems Engineering, Human Capital, or related field. | Experience supporting Air Force, DoD, nuclear enterprise, PEO, ACAT, SCAT, or major acquisition programs. | Experience engaging General Officer, SES, Flag Officer, PEO, or senior federal leadership stakeholders.| Knowledge of RACI, RAPID, DACI, governance charters, maturity models, business process improvement, and change management frameworks.| Experience developing transformation playbooks, adoption metrics, executive dashboards, and sustainment plans. | Certifications such as PMP, Prosci, Lean Six Sigma, CMC, SHRM-SCP, SPHR, FAC-C, DAWIA, Agile, or Scrum. | Experience with Power BI, Visio, Miro, Lucidchart, SharePoint, Power Automate, or Microsoft Project.
Sustainability RequirementsU.S. Citizenship required. | Active Secret clearance preferred. | Ability to pass Government background investigation or suitability screening. | Ability to complete CUI, OPSEC, cybersecurity, and Government site access training.| Ability to support onsite meetings at Hill AFB, Utah, as required.
