ASCENSION is seeking an experienced Senior Data Analyst, Performance Reporting who can transform complex portfolio, program, and operational data into clear insights that senior leaders can use to make decisions.
This position is particularly well suited for a candidate who combines strong analytical skills with business judgment and executive communication capabilities. The successful candidate should be comfortable moving beyond basic data extraction and reporting to determine what the data means, identify emerging trends and performance concerns, establish meaningful measures of success, and translate findings into dashboards, briefing materials, and recommendations appropriate for senior Government executives.
We are looking for someone who is intellectually curious, highly organized, detail-oriented, comfortable working independently, and capable of operating effectively when requirements or priorities evolve. The ideal candidate can take an ambiguous executive question, determine what information is needed to answer it, structure an analytical approach, validate the underlying data, develop the appropriate visualization or analysis, and communicate the conclusion succinctly.
This is an important role within HUD’s contemplated Executive Support Services program because HUD expects its contractors to strengthen executive decision-making during organizational transformation, strategic planning, portfolio management, modernization, and other Department-wide initiatives. The PWS identifies portfolio performance analytics and reporting as a distinct scope area and requires reporting solutions that are accurate, timely, tailored to HUD’s needs, and useful for data-driven portfolio management.
Position Summary
The Senior Data Analyst, Performance Reporting will provide analytical and business intelligence support to HUD executives and portfolio stakeholders. The analyst will collect, integrate, analyze, validate, and synthesize information from multiple portfolio and program sources and convert that information into actionable performance intelligence.
The position is expected to support three interconnected areas of the HUD Executive Support Services requirement:
Portfolio Performance Analytics and Reporting. Design and maintain analytical frameworks, evaluate portfolio performance, analyze relevant operational and program data, develop KPIs and other performance measures, and prepare recurring and ad hoc reports and visualizations.
Portfolio Management Support. Help prepare executive-level status information covering progress, risks, issues, milestones, trends, and significant technical, financial, personnel, or managerial concerns requiring leadership awareness or action.
Executive Briefings. Synthesize complex information into concise presentations, summaries, dashboards, talking points, and other decision-support products tailored to senior leadership.
These responsibilities align directly with HUD Scope Areas 2, 6, and 9.
The analyst should be comfortable working with structured and unstructured information, reconciling inconsistent information from multiple sources, identifying patterns and anomalies, developing defensible measures, and explaining findings to both technical and nontechnical audiences.
The position may use Microsoft Excel, Power BI, Power Query, SharePoint, Microsoft Teams, PowerPoint, and other Microsoft 365 capabilities for data preparation, analysis, visualization, collaboration, and executive reporting. SQL or comparable data-querying capabilities may also be needed depending on the systems and data sources established at the task order level.
ASCENSION has directly relevant corporate capability in data analysis, reporting and analytics, data visualization and dashboard development, metrics/KPI development, business intelligence, data governance, and program analysis. Its documented work for FEMA and the Federal Protective Service includes data analysis, visualization, metric development, dashboard development, reporting, and program analysis support.
Anticipated Day-to-Day Activities
The Senior Data Analyst, Performance Reporting will be expected to:
- Collect portfolio, program, project, operational, financial, workforce, risk, schedule, and other performance information from approved HUD data sources.
- Analyze quantitative and qualitative information to identify trends, performance gaps, anomalies, emerging risks, dependencies, and areas requiring management attention.
- Define meaningful KPIs, performance measures, thresholds, targets, and supporting business rules in collaboration with program and portfolio stakeholders.
- Develop executive dashboards, scorecards, analytical reports, charts, visualizations, and other decision-support products.
- Translate business and executive information needs into clearly defined analytical requirements and reporting use cases.
- Integrate information from multiple sources to establish consistent portfolio-level views of performance.
- Validate source data, calculations, business rules, and analytical outputs before information is presented to Government leadership.
- Reconcile inconsistent, incomplete, or conflicting information and document assumptions, limitations, definitions, and data-quality concerns.
- Monitor portfolio and project measures to identify significant variances from plans, milestones, performance targets, or expected outcomes.
- Prepare recurring and ad hoc analytical products supporting portfolio reviews, status meetings, strategic initiatives, and executive decision-making.
- Produce executive-level monthly status reporting summarizing performance, accomplishments, risks, issues, trends, and key metrics where assigned.
- Create visual narratives that explain what changed, why it matters, what is driving the result, and what leadership may need to consider.
- Synthesize complex technical, operational, programmatic, or organizational information into concise executive-ready findings.
- Prepare briefing decks, executive summaries, talking points, decision papers, and analytical exhibits.
- Support portfolio status meetings and executive briefing sessions by developing analytical materials and responding to follow-up data requests.
- Identify emerging performance risks and recommend additional analysis or investigation where data indicates potential concerns.
- Develop repeatable reporting processes, templates, data dictionaries, metric definitions, and documentation to improve reporting consistency.
- Automate repetitive data preparation or reporting activities, where appropriate, using approved low-code/no-code technologies or Microsoft tools.
- Maintain dashboards and recurring reporting products as portfolio priorities, source information, and leadership requirements evolve.
- Collaborate with project managers, business analysts, subject matter experts, executives, and other stakeholders to validate analytical findings.
- Document analytical methodologies, source data, assumptions, calculations, metric definitions, and reporting procedures sufficiently for repeatable use.
- Perform quality-control reviews of analytical products to ensure accuracy, completeness, consistency, readability, and traceability to underlying data.
- Incorporate Government review comments and revise analytical products within required turnaround periods.
- Ensure applicable reports, briefing materials, and other electronic deliverables meet Section 508 accessibility requirements.
