ASCENSION is seeking an experienced Public Health Evaluation and Reporting Analyst to support the evaluation of global public health programs designed to strengthen outbreak prevention, detection, response, and workforce capacity.

This position is suited for a public health professional who can move comfortably between evaluation methodology, data interpretation, stakeholder coordination, and technical writing. The ideal candidate will understand that evaluation is more than producing reports. The role requires helping program teams determine whether interventions are being implemented as intended, what results they are producing, where implementation barriers exist, and how evaluation findings can support program improvement and decision-making.

The successful candidate should bring demonstrated experience supporting monitoring and evaluation in a public health environment, preferably involving global health security, workforce development, epidemiology, or health systems strengthening. Candidates should be analytical, highly organized, comfortable working with incomplete or evolving information, and capable of converting quantitative and qualitative evidence into clear findings, conclusions, recommendations, presentations, and decision-support products.

Because this position supports federally sponsored global health activities, ASCENSION is particularly interested in candidates who understand federal program environments, can work effectively with Government and implementing-partner stakeholders, and can produce technically sound work products under established review, accessibility, documentation, and reporting requirements.

Position Summary

The Public Health Evaluation and Reporting Analyst will provide approximately 0.5 FTE of evaluation support for CDC Division of Global Health Protection programs and systems-strengthening initiatives, with particular emphasis on workforce development.

The Analyst will work with Government technical leads, program personnel, implementing partners, and other stakeholders to refine evaluation tools, coordinate evaluation activities, analyze and synthesize evaluation information, and prepare oral and written reports communicating evaluation findings.

The PWS specifically anticipates one full-time contractor and one 50-percent-effort contractor supporting the evaluation task. The 0.5 FTE position is therefore best structured as a technically substantive supporting analyst rather than an administrative or documentation-only role.

The Analyst should be capable of supporting multiple stages of the evaluation lifecycle, including evaluation planning, instrument refinement, data review, quality assurance, analysis, interpretation, stakeholder coordination, report development, records management, presentation development, and dissemination.

The individual will also help ensure findings are organized and communicated in ways that allow CDC personnel and program partners to understand program progress, identify implementation challenges, evaluate outcomes, and make informed program decisions.

Anticipated Day-to-Day Activities

The Public Health Evaluation and Reporting Analyst is expected to:

• Refine quantitative and qualitative evaluation instruments, protocols, templates, questionnaires, interview guides, data-collection forms, and other evaluation tools based on program objectives and stakeholder requirements.
• Support the design and implementation of monitoring and evaluation activities for public health outbreak prevention, detection, response, workforce development, and systems-strengthening programs.
• Coordinate evaluation activities, schedules, information requests, meetings, data submissions, stakeholder inputs, and review cycles with CDC personnel and participating organizations.
• Collect and organize quantitative and qualitative information from program offices, country teams, implementing partners, databases, program documents, and other approved sources.
• Review evaluation datasets and source information for completeness, consistency, accuracy, reliability, and usability before analysis.
• Analyze program implementation information, performance indicators, outputs, outcomes, trends, and evaluation findings using appropriate quantitative and qualitative analytical methods.
• Synthesize information from multiple data sources into coherent findings that identify program accomplishments, implementation barriers, recurring issues, emerging trends, and areas requiring additional investigation.
• Interpret evaluation findings within the context of program objectives, global health security priorities, workforce-development initiatives, and operational conditions.
• Develop charts, tables, figures, graphics, summaries, and other data-driven presentation materials that communicate findings clearly to technical and nontechnical audiences.
• Prepare technically sound evaluation reports, analytical summaries, memoranda, presentations, briefing materials, and other written products.
• Draft findings, conclusions, recommendations, lessons learned, and supporting narrative for inclusion in interim, annual, and final evaluation reports.
• Present evaluation findings and supporting analysis during meetings, briefings, technical discussions, or working sessions as requested.
• Document evaluation methodologies, analytical assumptions, data limitations, decisions, revisions, and supporting evidence to maintain transparency and reproducibility.
• Maintain organized electronic evaluation records and archives, including approved instruments, datasets, reports, presentations, reference materials, and supporting documentation.
• Support preparation of monthly and annual program reporting by summarizing work completed, results achieved, emerging issues, corrective actions, and upcoming activities.
• Apply quality-control reviews to evaluation products for completeness, technical accuracy, consistency, readability, and grammatical quality before Government review.
• Coordinate comments and revisions from technical reviewers and incorporate approved changes into final evaluation products.
• Collaborate with monitoring personnel to ensure evaluation findings are informed by relevant program implementation and performance data.
• Assist with technical assistance to CDC country offices and implementing partners concerning program evaluation methodologies and findings.
• Participate in domestic and international meetings, workshops, site visits, or technical-assistance activities when assigned.
• Use Government-furnished CDC systems and Microsoft 365 applications to communicate, collaborate, manage documentation, and prepare deliverables.
• Comply with applicable federal and CDC requirements for information handling, accessibility, documentation, and secure system access.
• Support Section 508 accessibility requirements for applicable electronic reports, presentations, tables, graphics, and other information products.
• Recognize when evaluation or information-collection activities may implicate the Paperwork Reduction Act and coordinate appropriately with Government personnel before implementing affected data-collection activities.
