We’re seeking a Project Manager & Lead Workforce Analyst to support the New Mexico Office of Cybersecurity under the State and Local Cybersecurity Grant Program (SLCGP). This role will lead the execution of a statewide cybersecurity workforce needs assessment, capabilities assessment, and gap analysis leveraging the NICE Cybersecurity Workforce Framework. The position serves as the primary point of contact for the client, ensures deliverable quality, and manages project milestones from kickoff to final report delivery.
Project Manager & Lead Workforce Analyst Day-to-Day Activities
- Lead overall project planning, scheduling, and status reporting.
- Conduct workforce needs and capabilities assessments across multiple state, county, tribal, and educational entities.
- Map cybersecurity workforce roles against the NICE Framework and analyze current state vs. future workforce requirements.
- Lead gap analysis and develop practical, high-level remediation recommendations for each participating entity.
- Manage deliverable development, including the final Project Completion Report and associated data products.
- Coordinate and collaborate with internal team members, stakeholders, and the New Mexico Office of Cybersecurity.
- Ensure quality assurance, compliance with contract requirements, and timely delivery of all work products.
Job Features
| MINIMUM QUALIFICATIONS | Bachelor’s degree in Cybersecurity, Information Systems, Human Capital Management, Public Administration, or related field.| Proven ability to manage cross-functional projects and deliver high-quality assessments and reports. |
| REQUIRED SKILLS | 7+ years of experience in project management, workforce planning, or cybersecurity program support. | Strong skills in stakeholder engagement, report writing, and presentation. | PMP or Agile/Scrum certification required. |
| TECHNICAL SKILLS | Demonstrated experience with the NICE Cybersecurity Workforce Framework. | Proficiency with MS Office Suite (Word, Excel, PowerPoint) and data visualization/reporting tools. |
| DESIRED SKILLS/QUALIFICATIONS | Master’s degree in Cybersecurity, Public Policy, or Human Capital Management | Prior experience supporting state or local government workforce development initiatives | Familiarity with federal or state-level cybersecurity workforce programs. | Experience conducting gap analyses and organizational workforce planning at scale | Strong writing skills, including technical reports and executive-level deliverables. |
