Ascension is seeking a highly organized, detail-oriented Program Operations, Documentation & 508 Analyst to support the Centers for Medicare & Medicaid Services in the operational management, documentation, quality control, accessibility, and reporting activities associated with CMS’s Long-Term Care Survey Process.

This position is designed for a professional who is equally comfortable coordinating meetings and action items, maintaining work plans and deliverable schedules, preparing polished Federal documents and presentations, supporting technical subject matter experts, and making sure information reaches CMS in an accurate, timely, organized, and accessible form.

The ideal candidate will bring strong program and project support experience combined with excellent written communication, document production, quality review, and organizational skills. The individual should be comfortable operating in a Federal consulting environment where multiple workstreams, deliverables, reviews, deadlines, and stakeholders may be active simultaneously.

Success in this role requires more than administrative coordination. Ascension is seeking an analyst who can understand the purpose and context of technical work, organize information from multiple contributors, identify missing or inconsistent information, anticipate upcoming deliverable requirements, and convert complex project activity into clear work plans, meeting records, reports, presentations, trackers, and decision-support materials.

The strongest candidate will be self-directed, dependable, responsive, and capable of working with limited supervision while maintaining close coordination with the Program Manager, Long-Term Care survey subject matter experts, business requirements analysts, data analysts, CMS representatives, and other project stakeholders.

Position Summary

The Program Operations, Documentation & 508 Analyst will provide day-to-day operational and documentation support across the CMS Long-Term Care Survey Process Operational Support & Analysis effort.

The position will help maintain the management infrastructure necessary to keep the program organized, traceable, compliant, and responsive. Responsibilities include coordinating recurring and ad hoc project meetings; preparing agendas and meeting summaries; maintaining work plans, action items, milestones, risks, and deliverable schedules; supporting monthly progress reporting; coordinating technical documentation; preparing presentation materials; performing document quality reviews; and supporting the development and management of survey-process reports, recommendations, questions and answers, and other CMS deliverables.

The Analyst will work closely with technical personnel responsible for Long-Term Care Survey Process development, testing, validation, business requirements, inquiry review, and data analysis. The position is not expected to replace the technical subject matter experts. Instead, the Analyst will help ensure that their analyses, findings, decisions, recommendations, and supporting information are captured, organized, documented, reviewed, accessible, and delivered in accordance with CMS requirements.

A significant component of the role is document accessibility and quality assurance. The Analyst will support the preparation and review of Section 508-compliant Federal documents, presentations, reports, tools, and other electronic content. This includes applying accessibility practices, conducting quality checks, supporting remediation, maintaining version control, and helping ensure final deliverables satisfy CMS formatting, accessibility, and acceptance requirements.

The role also supports information flow between the contractor team and CMS. The Analyst must be able to track commitments through completion, follow up with responsible team members, identify approaching deadlines, elevate schedule or quality risks, and help the Program Manager maintain an accurate view of project status.

Anticipated Day-to-Day Activities

  • Coordinate weekly, ad hoc, kickoff, technical, and working meetings involving CMS, contractor personnel, subject matter experts, and other stakeholders.
  • Develop meeting agendas in coordination with the Program Manager, COR, and technical leads and distribute materials according to required timelines.
  • Document meeting discussions, decisions, action items, risks, dependencies, responsible parties, and next steps in clear and concise meeting summaries.
  • Track action items from assignment through closure and proactively follow up with responsible personnel when deadlines or dependencies are approaching.
  • Maintain the Project Work Plan, detailed task schedules, milestones, deliverable calendars, status information, assumptions, constraints, and resource-related information.
  • Support the Program Manager in preparing monthly progress reports summarizing completed activities, upcoming activities, deliverable status, risks, issues, and planned mitigation actions.
  • Monitor contractual deliverable deadlines and provide advance notification to task leads of upcoming submission, review, revision, and approval dates.
  • Coordinate documentation inputs from survey-process SMEs, analysts, testing personnel, business requirements personnel, and project leadership.
  • Compile technical inputs from multiple contributors into consistent, professionally formatted draft deliverables.
  • Review reports, work plans, recommendations, presentations, meeting records, business requirements documentation, and other deliverables for completeness, consistency, readability, grammar, formatting, and adherence to CMS requirements.
  • Perform document quality-control reviews before deliverables are submitted to CMS.
  • Apply document templates, naming conventions, version-control practices, review workflows, and document-management procedures across project materials.
  • Prepare and format survey-process presentations, visual aids, supporting tools, exercise materials, reports, briefing materials, and other content requested by CMS.
  • Support coordination of presentation reviews, revisions, approvals, recordings, and final distribution.
  • Assist technical personnel with formatting and documenting testing summaries, validation recommendations, monitoring-support reports, survey-process recommendations, and related deliverables.
  • Support the organization and quality review of draft responses to surveyor and stakeholder questions before submission to CMS.
  • Compile recurring information for monthly survey inquiry summary reports and other periodic reporting requirements.
  • Support the review and organization of issues and recommendations identified through iQIES Help Desk reports and related program information.
  • Organize documentation supporting survey-process release activities, including testing, validation, monitoring, business requirements, presentations, decisions, and post-release findings.
  • Support data and analysis personnel with document production and editorial quality review for white papers, recommendations, algorithm-testing results, and other analytical products without assuming responsibility for the underlying statistical or algorithmic analysis.
  • Conduct accessibility reviews of Word documents, PowerPoint presentations, PDFs, tables, graphics, headings, reading order, alternative text, links, and other electronic content as applicable.
  • Use applicable Section 508 checklists and accessibility review procedures to identify potential accessibility deficiencies before submission.
  • Remediate routine accessibility issues within Microsoft Office and PDF-based deliverables or coordinate more complex remediation with appropriate technical personnel.
  • Verify that final electronic deliverables meet required accessibility, formatting, documentation, and quality standards before release.
  • Maintain organized project files and records in approved collaboration or document repositories.
  • Protect CMS information and project records in accordance with applicable information-security, privacy, records-management, confidentiality, and access-control requirements.
  • Escalate identified schedule, documentation, accessibility, information-management, or deliverable-quality risks to the Program Manager before they affect CMS commitments.
  • Collaborate with technical staff to continuously improve templates, trackers, review checklists, documentation workflows, and project-control processes.
