Ascension is seeking a highly analytical and detail-oriented Program & Operations Analyst to support mission-critical government programs through operational analysis, process improvement, performance measurement, and program management support. The ideal candidate will help government stakeholders understand operational challenges, improve business processes, identify risks, and make data-informed decisions that improve mission execution.

This position is ideal for a professional who enjoys solving complex operational problems, translating business challenges into actionable recommendations, and working with cross-functional teams to improve policies, processes, reporting, and organizational performance.

The successful candidate will bring experience in business process analysis, workflow improvement, performance metrics development, operational reporting, risk identification, and stakeholder coordination. The candidate should be comfortable working independently, managing multiple priorities, analyzing ambiguous problems, and developing practical recommendations for government decision-makers.


Summary of Contractor Role

The Program & Operations Analyst provides operational analysis and management consulting support to assist government programs in improving mission performance, strengthening processes, and enhancing operational visibility.

The contractor will analyze existing workflows, business processes, program performance data, and operational challenges to identify opportunities for improvement. The role supports activities such as requirements analysis, process mapping, performance tracking, risk documentation, acquisition/program support, and Integrated Project Team (IPT) coordination.

The ideal candidate will support government leaders by transforming complex operational information into clear findings, recommendations, dashboards, reports, and briefing materials. The analyst will leverage tools such as Microsoft Excel, Power BI, SharePoint, Microsoft Teams, and other business analysis platforms to support data-driven decision-making.

This role directly supports Ascension’s federal consulting capabilities in:

Ascension’s experience supporting DHS Federal Protective Service includes comparable activities such as program analysis, KPI development, data analytics, business process improvement, workflow automation, reporting, and Integrated Project Team facilitation.


Position Responsibilities / Expected Activities

The contractor may be responsible for the following activities:

  • Analyze existing business processes, workflows, procedures, and operational practices to identify improvement opportunities.
  • Develop process maps, workflow diagrams, gap assessments, and recommendations to improve organizational effectiveness.
  • Conduct operational research using available program data, stakeholder interviews, documentation reviews, and business analysis techniques.
  • Collect, analyze, validate, and summarize program performance data to support management decision-making.
  • Develop and maintain performance metrics, KPI tracking tools, dashboards, and recurring status reports.
  • Identify operational risks, dependencies, challenges, and mitigation strategies.
  • Support Integrated Project Teams (IPTs), working groups, and stakeholder meetings through planning, coordination, and documentation.
  • Prepare executive briefings, presentations, reports, meeting summaries, and decision-support materials.
  • Support acquisition and program planning activities through research, documentation review, milestone tracking, and requirements analysis.
  • Review policies, procedures, and guidance documents and recommend updates based on operational needs.
  • Assist with developing standardized processes, templates, job aids, and management tools.
  • Conduct market research, data gathering, and analysis to support program decisions.
  • Support quality assurance reviews by validating information, tracking corrective actions, and documenting findings.
  • Collaborate with government stakeholders, technical teams, and subject matter experts to achieve program objectives.
  • Maintain accurate documentation, trackers, and repositories using Microsoft Office 365, SharePoint, and collaboration platforms.

DESIRED QUALIFICATIONSFederal government consulting experience. | Experience supporting Department of Defense, Department of Homeland Security, or other federal mission organizations. | Experience supporting program management offices (PMOs). | Experience supporting acquisition lifecycle activities. | Experience developing Power BI dashboards or analytical visualizations. | Experience with SharePoint development, administration, or knowledge management. | Experience supporting policy analysis, compliance reviews, or quality assurance programs. | Experience facilitating stakeholder meetings and Integrated Project Teams. | Strong written communication skills with experience preparing executive-level materials.
SUITABILITY/SECURITY REQUIREMENTAbility to obtain and maintain required government suitability determination. | Public Trust eligibility preferred. | Candidates must successfully complete applicable background investigation requirements based on contract requirements.
