Program Manager / Quality Assurance Lead 2026P-0718
Ascension is seeking an experienced Program Manager / Quality Assurance Lead to provide overall management, quality oversight, contract coordination, staffing accountability, and performance management for a professional services team supporting Headquarters, U.S. Marine Corps Assistant Deputy Commandant for Programs and Resources.
This is a senior, client-facing leadership position responsible for ensuring that contractor personnel, tasks, reports, and deliverables are effectively planned, coordinated, reviewed, and executed in accordance with contract requirements and Government expectations.
The successful candidate will serve as the primary management interface between the contractor team and the Government Contracting Officer’s Representative (COR), while overseeing work supporting financial systems, financial analysis and reporting, data management, administrative mission support, and financial audit assistance.
The ideal candidate brings demonstrated experience managing federal professional-services or financial mission-support contracts, coordinating multidisciplinary teams, maintaining rigorous QA/QC controls, managing schedules and deliverables, and communicating effectively with Government executives and senior stakeholders.
This individual should be an organized and highly accountable leader who can anticipate issues before they affect performance, establish clear priorities, manage several concurrent workstreams, and maintain consistent visibility into staffing, schedules, risks, deliverables, and contract performance.
The Marine Corps PWS requires contractor support across contract/project management, financial systems, administrative support, and financial audit assistance.
Summary of the Contractor Role
The Program Manager / Quality Assurance Lead will provide overall operational leadership for Ascension’s contract team and ensure the successful execution of work performed under PWS Sections 5.0 through 5.4 and associated Section 6 deliverables and performance requirements.
The PM will establish and maintain the management controls necessary to coordinate assignments, monitor personnel accountability and workload, oversee deliverable production, manage communications with the COR, resolve performance issues, and maintain compliance with contract requirements.
A significant element of this position is quality assurance. The Government’s Performance Requirements Summary establishes measurable standards for timeliness and accuracy, including a target that 95% of required deliverables/reports be submitted on time and that reports and deliverables contain no more than three content errors per deliverable.
The PM will therefore establish a disciplined review process for all major contractor work products before Government submission and maintain visibility into deliverable status, corrective actions, risks, staffing, and emerging issues.
The role also oversees preparation and maintenance of the Contractor’s Annual Work Plan and recurring weekly, quarterly, and annual reporting requirements.
Anticipated Day-to-Day Activities
The Program Manager / Quality Assurance Lead will:
- Lead overall contract and project management activities supporting HQMC ADC P&R, RF, RFA, and SDI requirements.
- Serve as the principal contractor management interface with the COR and other authorized Government stakeholders.
- Assign work across contractor personnel based on Government requests, workload, priorities, qualifications, and availability.
- Develop and maintain the Annual Work Plan covering contractor activities across applicable PWS task areas.
- Coordinate preparation and submission of ECMRA contractor manpower reporting requirements.
- Monitor progress against contract schedules, milestones, deliverables, service levels, and Government priorities.
- Review contractor-developed reports, analyses, correspondence, recommendations, dashboards, work products, and deliverables for completeness, accuracy, consistency, and contractual compliance.
- Implement QA/QC procedures that support the PWS performance standards for timeliness and accuracy.
- Track weekly, quarterly, and annual contractor accomplishments, work in progress, planned activities, challenges, staffing changes, subcontractor utilization, and future staffing projections.
- Prepare or oversee weekly summary reports and quarterly and annual narrative reports.
- Brief Government personnel on contract status, accomplishments, risks, resource issues, schedules, and planned activities.
- Coordinate contractor responses to Government requests and ensure assignments are completed within required turnaround times.
- Monitor staffing, employee availability, attendance, workload distribution, and personnel accountability.
- Ensure contractor personnel accountability is available by the Government’s required daily reporting deadline.
- Identify risks, deficiencies, emerging issues, and schedule conflicts and implement corrective or mitigation actions.
- Escalate issues requiring Government direction or contractual clarification to the COR.
- Coordinate staffing transitions, replacement personnel, onboarding, and offboarding activities.
- Maintain effective communication among contractor personnel supporting financial systems, data management, administrative support, and financial audit activities.
- Facilitate meetings, status reviews, working sessions, and management discussions as required.
- Ensure Government comments on deliverables are incorporated and corrected products are resubmitted within required timelines.
- Verify that contractor-generated documents and communications comply with required Government identification and information-handling procedures.
- Maintain contract records, management documentation, action items, risk information, staffing information, and QA/QC records.
- Support Government meetings and working groups at the Pentagon or designated National Capital Region locations when required.
