Program Manager / Accessibility Lead (Specialist Non-Technical III) 2026P-0097
Ascension LLC is seeking a Program Manager / Accessibility Consulting Lead to oversee enterprise accessibility consulting services supporting the U.S. Army Corps of Engineers (USACE). This individual will serve as the senior contractor authority responsible for accessibility strategy, compliance oversight, and program governance across the engagement.
The ideal candidate is a senior accessibility strategist and program leader with extensive experience implementing accessibility compliance programs within federal or enterprise environments. This role will ensure the client’s digital content, communications, and systems comply with Section 508 and WCAG accessibility standards, while supporting the agency’s broader mission of delivering accessible digital services to internal stakeholders and the public.
This position is critical to the success of the engagement, as the individual will guide accessibility program strategy, lead cross-functional coordination efforts, and provide executive advisory support to government leadership.
Summary of the Contractor Role
The Program Manager / Accessibility Consulting Lead provides strategic leadership and operational oversight for accessibility consulting and remediation initiatives. The role involves conducting accessibility maturity assessments, advising leadership on accessibility governance frameworks, coordinating remediation initiatives, and ensuring that accessibility standards are embedded into enterprise workflows.

Position Day-to-Day Activities
The Program Manager / Accessibility Consulting Lead will:
- Lead program execution and oversee contract performance across all accessibility task areas
- Conduct enterprise accessibility maturity assessments and identify compliance gaps
- Develop accessibility governance frameworks aligned with Section 508 and WCAG requirements
- Provide written remediation recommendations and strategic advisory support to government leadership
- Coordinate cross-functional teams supporting accessibility remediation and validation efforts
- Deliver executive briefings and performance reports summarizing accessibility progress and compliance risks
- Oversee accessibility training initiatives and awareness programs
- Develop accessibility policies, workflows, and best practices to support enterprise implementation
- Track program performance metrics and support compliance reporting
- Ensure deliverables meet federal accessibility standards and quality requirements
Minimum / Required Qualifications
- Bachelor’s degree in Information Technology, Human-Centered Design, Communications, Public Administration, or a related field
- 10+ years of professional experience in program management, accessibility consulting, or digital compliance initiatives
- 5+ years of experience implementing Section 508 or WCAG accessibility programs
- Demonstrated experience conducting accessibility maturity assessments or accessibility program evaluations
- Experience supporting federal government programs or large enterprise organizations
- Strong written communication skills for preparing executive reports and strategic recommendations
- Demonstrated ability to manage multi-disciplinary teams and complex consulting engagements
Desired Skills / Preferred Qualifications
- Master’s degree in Information Systems, Public Administration, or related discipline
- IAAP accessibility certifications such as:
- CPACC – Certified Professional in Accessibility Core Competencies
- CPWA – Certified Professional in Web Accessibility
- Project Management Professional (PMP) certification
- Experience supporting DoD, USACE, or other federal agencies
- Familiarity with accessibility testing and compliance tools such as:
- CommonLook
- Axe
- WAVE
- PAC
- Experience designing accessibility governance frameworks and compliance reporting processes
Suitability / Security Requirements
- Ability to obtain and maintain Public Trust or equivalent federal suitability determination
- Must comply with federal cybersecurity and Controlled Unclassified Information (CUI) handling requirements
