Hybrid, Washington, DC
Posted 3 weeks ago

Ascension is seeking an experienced Financial Data / Business Intelligence & Reconciliation Analyst to support the Headquarters U.S. Marine Corps Assistant Deputy Commandant for Programs & Resources (ADC P&R), including its Resources Fiscal and Systems and Data Integration organizations.

We are looking for a professional who can operate at the intersection of federal financial management, accounting data, business intelligence, financial systems, and data analytics. The successful candidate will help Marine Corps financial leaders transform complex financial and accounting data into accurate reconciliations, decision-support information, performance metrics, dashboards, variance analyses, and defensible financial reports.

This is an important mission-support role because the Marine Corps’ Systems and Data Integration Division is responsible for consolidating financial systems and data functions, supporting the Defense Agencies Initiative (DAI), providing data and automation services, integrating financial systems and feeder processes, and supporting the Marine Corps’ ability to maintain an unmodified audit opinion.

The ideal candidate is therefore more than a dashboard developer. Ascension needs someone who understands what the financial data means, recognizes when transactions or system interfaces do not reconcile, identifies anomalies and trends, communicates the implications to stakeholders, and uses analytical tools to convert financial information into reliable management insight.

Summary of the Contractor Role

The Financial Data / BI & Reconciliation Analyst provides analytical and technical support for Marine Corps financial systems, databases, reports, dashboards, and enterprise financial-data initiatives.

The Analyst supports research, reporting, reconciliation, financial analysis, performance measurement, dashboard development and maintenance, data-quality validation, and historical financial-file management. The position also supports analysis of data flowing between DAI and complementary or feeder systems to verify that financial transactions interface correctly and that accounting and fiscal-code alignments operate as intended.

The PWS specifically requires support for financial dashboards and reports covering areas such as Beginning Balances, Universe of Transactions, General Ledger Reconciliations and Variance Analysis, Systems Reconciliations, Abnormal/Overaged Accounting Performance Metrics, DAR-Q, and Quarterly and Year-End Certifications.

The successful candidate should be:

  • Detail-oriented and methodical when working with large or sensitive financial datasets.
  • Comfortable identifying discrepancies rather than merely reporting them.
  • Capable of tracing data between source systems, reports, databases, and financial records.
  • Able to work independently in an environment where analytical questions may initially be ambiguous.
  • Skilled at translating technical or financial findings into concise explanations for Government managers and senior leadership.
  • Comfortable managing recurring reporting requirements alongside ad hoc analytical requests.
  • Proactive about data quality, documentation, version control, and auditability.

Position Responsibilities / Day-to-Day Activities

The Financial Data / BI & Reconciliation Analyst will:

  • ANALYZE financial, accounting, transactional, operational, and performance data to identify trends, variances, abnormalities, reconciliation differences, and emerging issues.
  • RECONCILE financial information between DAI and complementary or supporting feeder systems to verify that transactions interface properly and that associated accounting and fiscal-code alignments correlate correctly.
  • DEVELOP standardized and ad hoc financial reports supporting accounting analysis, research, executive decision-making, and financial reporting.
  • CREATE, AMEND, AND MAINTAIN financial dashboards, scorecards, key performance indicators, and business-intelligence reports.
  • PERFORM General Ledger reconciliations, system reconciliations, trend analysis, variance analysis, and transaction-level analytical reviews.
  • VALIDATE financial data for accuracy, completeness, consistency, and appropriate accounting treatment.
  • RESEARCH anomalous, abnormal, aged, or potentially inaccurate financial transactions and document analytical findings.
  • ASSESS financial-system interfaces, accruals, feeder-system data, and transaction-recording practices.
  • VERIFY that financial transactions are recorded against appropriate United States Standard General Ledger accounts when applicable.
  • PRODUCE visually relevant dashboards and management reports that communicate complex financial information clearly to Government stakeholders.
  • RECOMMEND dashboard metrics, visualization methods, reporting structures, and analytical techniques that improve management decision-making.
  • MAINTAIN historical reporting files and coordinate systematic archiving to preserve traceability and institutional knowledge.
  • EXTRACT, CLEANSE, TRANSFORM, AND ORGANIZE data from financial systems, databases, spreadsheets, and supporting data repositories for analysis.
  • INTERPRET financial-management and data-management requirements and assess their implications for Marine Corps accounting and financial processes.
  • SUPPORT fiscal-code working groups and data-architecture crosswalk development when requested.
  • DOCUMENT analytical methodologies, assumptions, reconciliation procedures, data definitions, formulas, and reporting logic sufficiently to support repeatability and auditability.
  • PREPARE written recommendations and analyses responding to Government requests.
  • BRIEF Government stakeholders on analytical findings, financial trends, reconciliation issues, and recommended corrective actions.
  • COLLABORATE with financial managers, accountants, system owners, data-management personnel, DAI stakeholders, and external organizations as required.
  • SUPPORT internal and external data-management and analytical initiatives conducted by DC P&R working groups.
  • ASSIST Marine Corps users and external stakeholders in interpreting applicable financial-data and accounting-management requirements.
  • PROTECT Controlled Unclassified Information, Government financial information, and other sensitive information in accordance with Government requirements.
