Ascension is seeking a Financial Analyst with specialized experience in transportation project financing, cost analysis, and capital program evaluation to support complex transportation planning and infrastructure investment initiatives. Position Summary

The Financial Analyst will perform professional-level financial and economic analysis in support of transportation planning, project development, and capital programming efforts. Working under the general direction of the Project Manager or Principal Planner, this individual will evaluate funding scenarios, cost feasibility, and financial performance of transportation initiatives.

The ideal candidate brings the ability to operate in complex, data-driven environments, demonstrating strong problem-solving skills and the ability to synthesize financial data across multiple sources. This individual must be self-driven, capable of working with minimal supervision, and skilled at balancing multiple priorities in a fast-paced consulting environment.

Day-to-Day Activities

• Analyze transportation project costs, budgets, and financial performance metrics
• Develop financial models to evaluate funding scenarios and project feasibility
• Conduct cost-benefit and economic impact analyses for transportation investments
• Evaluate funding sources, including federal, state, local, and alternative financing options
• Assess timing of funding availability versus project expenditure requirements
• Track funding allocations and expenditures to ensure alignment with program goals
• Identify innovative financing mechanisms such as P3 and TOD opportunities
• Support development of capital improvement plans and long-term financial strategies
• Prepare financial reports, dashboards, and executive briefings for stakeholders
• Collaborate with planners, engineers, and program managers to align financial and project objectives
• Assist in developing cost-sharing strategies with public and private partners
• Monitor financial risks and recommend mitigation strategies
• Support implementation of new funding approaches and financial processes
