Protect our Land, Ascend with Us!
Ascension LLC seeks an experienced Executive Secretariat Program Manager to manage official publications and issuances and support executive correspondence for Walter Reed National Military Medical Center (WRNMMC). The role helps ensure that policies, administrative instructions, procedures, and leadership correspondence are current, accurate, properly coordinated, and ready for Government review and decision.
The ideal candidate brings federal or military executive-office experience, strong policy-document and records-management knowledge, expert writing and editing skills, and the ability to coordinate across clinical, legal, safety, and administrative stakeholders. This position supports timely decisions by the Hospital Director, Chief of Staff, and Executive Steering Council and consistent administrative practices across the medical center.
Summary of the Contractor Role
Manage the publications lifecycle from development and coordination through review, approval routing, dissemination, periodic updates, and cancellation. Maintain reliable document repositories and tracking systems; identify incomplete packages, conflicting guidance, overdue actions, and obsolete documents; and provide practical corrective guidance to originating offices.
Success requires a self-driven, organized professional who exercises discretion, anticipates review bottlenecks, follows through on suspense dates, and manages multiple priorities in a high-tempo environment with minimal guidance. The candidate must communicate diplomatically with senior officials while consistently applying established standards and maintaining complete audit trails.
Use Microsoft Word, Excel, PowerPoint, and Outlook; the Government-provided correspondence-tracking database; and the Executive Secretariat SharePoint portal. Apply approved templates, staffing and review checklists, version controls, publication review calendars, records procedures, and status dashboards. Provide surge coverage for correspondence, records, and forms management. Government officials retain approval and policy decision authority; the contractor coordinates, reviews, and recommends within established procedures.
Activities and Responsibilities
Manage the WRNMMC Publications and Issuances Program and maintain visibility of document owners, lifecycle stages, review requirements, and suspense dates.
Coordinate development, revision, staffing, approval routing, dissemination, periodic review, and cancellation of policies, instructions, and procedural documents.
Review publications for format, structure, clarity, enforceability, completeness, and alignment with applicable DoD/DoW, DHA, and WRNMMC guidance.
Verify consistency among policies, procedures, and associated forms and flag conflicting provisions for resolution by responsible Government officials.
Return incomplete or noncompliant packages with specific corrective guidance and track their resubmission.
Coordinate required legal, safety, clinical, and administrative reviews across directorates and reconcile stakeholder comments for Government consideration.
Track review cycles and suspense dates, follow up on overdue actions, and escalate unresolved risks through established channels.
Maintain the authoritative publications repository with current versions, approval records, accessible document organization, and traceable change history.
Archive superseded publications and process cancellations according to applicable records-management policies.
Develop and maintain templates, formatting standards, checklists, and directorate guidance.
Train and assist directorate personnel in preparing and revising publications and issuances.
Draft, edit, and proofread executive correspondence, talking papers, briefs, and official responses that require minimal revision.
Route and track executive correspondence and support records and forms functions during absences or workload surges.
Analyze review timeliness, overdue actions, recurring errors, and program trends; recommend process improvements.
Provide role-specific status, workload, labor-hour, issue, and accomplishment inputs for monthly progress reports and quarterly program reviews.
Support transition activities, maintain orderly documentation, and complete required training to preserve operational continuity.
