Ascension LLC is seeking a senior executive-level Organizational Transformation Facilitator / Governance Advisor to support the Air Force Nuclear Weapons Center, ICBM Systems Directorate. The ideal candidate brings executive presence, defense or federal consulting experience, and proven expertise in governance design, decision-rights alignment, organizational transformation, conflict facilitation, change management, and senior stakeholder engagement.

Summary of Contractor Role

This part-time 1099 role will provide executive advisory and facilitation support for a high-visibility Target Operating Model optimization effort. The contractor will lead senior leadership sessions, support governance and decision-rights workshops, translate organizational friction into actionable recommendations, and help develop executive-ready transformation artifacts, including governance frameworks, implementation roadmaps, change management actions, and mission execution improvement recommendations.

Day-to-Day Activities

  • Lead executive facilitation sessions with GO, SES, PEO, and senior directorate stakeholders.
  • Facilitate governance alignment, decision-rights, and conflict resolution workshops.
  • Translate stakeholder input into themes, risks, decisions, and recommended actions.
  • Advise on executive engagement strategy, meeting design, and facilitation sequencing.
  • Support governance charters, decision matrices, roadmaps, playbooks, and briefings.
  • Review organizational health findings and shape executive-level insights.
  • Clarify decision forums, escalation paths, accountability boundaries, and operating rhythms.
  • Facilitate cross-functional alignment across acquisition, sustainment, engineering, test, logistics, and human capital stakeholders.
  • Prepare executive-ready briefing materials, summaries, and recommendation packages.
  • Coordinate with Ascension’s project team to align facilitation outputs with deliverables.
  • Maintain advisory boundaries and avoid inherently governmental functions.
  • Support rapid startup, executive kickoff, and baseline facilitation planning.

Minimum RequirementsBachelor’s degree in organizational development, business administration, public administration, management, human capital management, political science, systems engineering, national security studies, or a related field.| Minimum of 10 years of senior-level experience supporting organizational transformation, executive facilitation, governance design, strategic alignment, change management, or enterprise performance improvement.
Required SkillsDemonstrated experience facilitating senior executive-level stakeholders in federal, defense, national security, aerospace, acquisition, or other complex mission environments. | Proven ability to lead sensitive discussions involving role ambiguity, governance conflict, decision latency, process inefficiency, organizational redesign, or stakeholder misalignment.
Technical SkillsExperience developing or contributing to governance frameworks, decision-rights models, operating models, transformation roadmaps, executive briefing materials, or change management plans. | Strong understanding of advisory boundaries in federal environments, including the prohibition on inherently governmental functions and personal services. | Excellent executive presence, writing, briefing, meeting facilitation, and stakeholder management skills. | Ability to travel to Hill Air Force Base, Utah, and potentially other Government-approved locations for onsite facilitation, leadership briefings, and working sessions. | Ability to work as a 1099 independent contractor on an event-driven schedule across an estimated 9-month period.
Desired SkillsMaster’s degree in organizational development, business administration, public administration, national security studies, human capital management, systems engineering, or a related field. | Prior experience as a senior military officer, senior federal civilian executive, partner-level consultant, executive coach, organizational transformation lead, or senior management advisor. | Experience supporting Department of Defense, Department of the Air Force, Air Force Materiel Command, Air Force Nuclear Weapons Center, acquisition program offices, or nuclear enterprise stakeholders. | Experience supporting ACAT, SCAT, major defense acquisition, sustainment, or weapon system governance environments. | Familiarity with Target Operating Model design, organizational health diagnostics, human capital strategy, governance adoption, operating rhythm design, RACI or decision-rights frameworks, and executive change adoption. | Certifications such as PMP, Prosci Change Management, SHRM-SCP, SPHR, ICF Executive Coaching, Lean Six Sigma, DAWIA, FAC-COR, FAC-P/PM, or relevant organizational development credentials.| Experience developing executive-ready briefings, facilitation guides, decision logs, leadership alignment summaries, governance charters, workshop materials, and implementation playbooks.| Ability to navigate sensitive information, CUI handling expectations, and federal client confidentiality requirements.
Sustainability RequirementsU.S. citizenship is strongly preferred and may be required by the customer. | Ability to pass customer-specific background screening or suitability requirements.| Secret clearance is preferred, but the solicitation materials provided do not clearly state that an active clearance is mandatory for this role.| Ability to comply with CUI handling requirements, Government facility access procedures, Air Force installation requirements, and all applicable nondisclosure and conflict-of-interest requirements. | Contractor must remain strictly advisory and must not direct Government personnel, approve Government actions, or assume Government decision authority.
