Enterprise Asset Management Project Manager 2026P-0743
Ascension LLC seeks an experienced Enterprise Asset Management (EAM) Project Manager to help Frederick County plan, coordinate, and deliver projects that improve the management of public assets and associated maintenance operations.
The ideal consultant combines project management discipline with direct experience implementing, upgrading, or improving EAM or computerized maintenance management systems (CMMS). Relevant experience includes managing assets such as facilities, equipment, fleet, utility infrastructure, or other public infrastructure.
This role connects operational users, County leadership, information technology staff, and system vendors to establish clear requirements, resolve delivery risks, and achieve measurable improvements in asset information, maintenance workflows, and management reporting.
Candidates should demonstrate how they apply asset lifecycle knowledge to project delivery, including asset inventories, work orders, preventive maintenance, condition assessment, and replacement planning.
Summary of the Contractor Role
The EAM Project Manager leads the planning and delivery of assigned asset management initiatives from assessment through implementation and closeout. Depending on the task order, assignments may involve improving existing processes, implementing system functionality, coordinating data migration and integration, or strengthening reporting and user adoption.
The consultant establishes project scope, schedules, responsibilities, decision processes, and quality controls. The role coordinates functional and technical specialists, monitors vendor deliverables, and keeps County stakeholders informed of progress, risks, and required decisions.
Successful candidates work independently under broad direction, organize ambiguous requirements, anticipate problems, and manage competing priorities. They communicate with discretion and diplomacy and maintain complete, retrievable project records.
Tools and processes may include the County’s Infor Public Sector environment, Microsoft 365, approved scheduling and reporting tools, process maps, requirements registers, risk and issue logs, test plans, and change-control procedures. Specific systems and deliverables are confirmed for each assignment.
Expected Activities and Responsibilities
- Assess current asset management processes, system capabilities, data quality, and operational needs with County stakeholders.
- Define project objectives, scope, deliverables, success measures, responsibilities, and acceptance criteria.
- Develop project charters, work breakdown structures, schedules, resource plans, and task-order estimates.
- Facilitate requirements workshops with asset owners, maintenance staff, IT personnel, procurement representatives, and vendors.
- Map workflows for asset registration, inspections, work orders, preventive maintenance, inventory, and asset replacement, as applicable.
- Coordinate configuration, implementation, upgrades, and integrations with the responsible functional and technical teams.
- Manage asset data preparation, migration planning, reconciliation, and validation activities.
- Track scope, schedule, budget, dependencies, risks, issues, and decisions throughout the assignment.
- Evaluate proposed changes and present their operational, schedule, and cost implications to County decision-makers.
- Review vendor deliverables and coordinate resolution of deficiencies against approved requirements.
- Establish quality reviews and coordinate testing, defect tracking, and user acceptance.
- Prepare status reports, dashboards, meeting records, executive briefings, and recommendations.
- Support training, stakeholder communications, transition planning, and operational adoption.
- Monitor agreed performance measures, such as asset record completeness, maintenance compliance, work-order completion, or system adoption.
- Document approvals, financial commitments, project changes, and deliverable acceptance in County-approved formats.
- Coordinate project closeout, knowledge transfer, lessons learned, and handover of project records.
- Support Ascension’s County response commitments through agreed coverage during the County’s stated consultation window of 8:00 a.m.–5:00 p.m. Eastern, Monday–Friday.
