Protect our Land, Ascend with Us!

Ascension is seeking an experienced Data Management & Enterprise Architecture Analyst to support the U.S. Marine Corps in strengthening the architecture, governance, integration, and integrity of enterprise financial data.

This position is well suited for a professional who combines data architecture, data governance, database and systems integration expertise with an understanding of federal financial-management environments. The successful candidate will help the Marine Corps establish and sustain enterprise data-management and architecture practices that support accurate financial reporting, financial-system integration, audit readiness, and informed executive decision-making.

The role is particularly important because the Systems and Data Integration Division serves as the Marine Corps’ organizational focal point for financial systems and data integration, including DAI program management, data and automation services, and activities supporting the Marine Corps’ unmodified audit opinion. Ascension is looking for someone who can move comfortably between the technical and business sides of data: understanding database structures and system interfaces while also being able to explain data-management requirements, fiscal-code relationships, architecture decisions, and policy implications to senior leaders and functional stakeholders.

The ideal candidate is analytical, highly organized, intellectually curious, and comfortable working independently in a complex Department of Defense environment. This person should be capable of identifying data inconsistencies, understanding how changes in one system affect downstream financial processes, developing practical recommendations, and communicating those findings clearly to technical and nontechnical audiences.

Summary of the Contractor Role

The Data Management & Enterprise Architecture Analyst provides technical and analytical support to the Marine Corps’ RFA and SDI organizations in the planning, development, implementation, and sustainment of their data management and enterprise architecture programs.

The position supports strategic planning and development of policies, directives, architecture products, reporting solutions, fiscal-code structures, database relationships, and data-governance practices. The PWS specifically requires expertise in data-management concepts; databases and automated information systems; extraction and integration of financial-management data; and the interpretation of enterprise-architecture requirements and their effects on Marine Corps accounting and financial-management operations. A significant portion of the role involves understanding how information passes between the Defense Agencies Initiative (DAI) and supporting or feeder systems. The analyst will help reconcile data between systems, evaluate whether fiscal codes align correctly, identify potential downstream impacts from proposed code changes, and support working groups responsible for improving enterprise financial-data architecture. The analyst will also support Marine Corps personnel and external stakeholders—including organizations such as OSD, Department of the Navy, DLA, GSA, GAO, and independent public accounting firms—in understanding data-management requirements and their relationship to financial-management policies and higher-level financial initiatives. Expected Day-to-Day Activities

The successful candidate will:

  • ANALYZE Marine Corps financial, accounting, and business data structures to understand relationships among DAI and supporting feeder systems.
  • DEVELOP data-architecture crosswalks, fiscal-code mappings, data dictionaries, mapping documentation, and related architecture artifacts.
  • RECONCILE DAI data against complementary and supporting feeder-system data to verify that transactions interface correctly and fiscal-code alignments operate as intended.
  • ASSESS proposed fiscal-code and data-structure changes for potential impacts to lateral systems, interfaces, accounting processes, reporting, and downstream business operations.
  • REPRESENT RFA and SDI in fiscal-code, enterprise-data, architecture, integration, and related technical working groups.
  • ADVISE senior government personnel on data-management principles, enterprise architecture, system integration, data governance, and financial-data issues.
  • INTERPRET data-management and enterprise-architecture requirements and determine their effects on Marine Corps accounting and financial-management programs.
  • RECOMMEND policies, directives, standards, guidelines, and governance controls that promote consistent enterprise application of data-management practices.
  • SUPPORT development and maintenance of authoritative fiscal-code documentation.
  • DOCUMENT business rules, data lineage, data relationships, system interfaces, architecture dependencies, data definitions, and reconciliation logic.
  • VALIDATE data integrity across financial and mixed-use information systems.
  • IDENTIFY inconsistencies, duplicate data definitions, interface problems, control weaknesses, and opportunities to improve data quality.
  • COLLABORATE with accountants, financial managers, system owners, data stewards, business-process owners, auditors, and technical stakeholders.
  • ASSIST Marine Corps users with interpreting data-management requirements and applying applicable accounting and financial-management policies.
  • COORDINATE with external stakeholders supporting Department of Defense financial-management and audit initiatives.
  • PREPARE written recommendations, technical analyses, decision-support materials, briefings, crosswalks, and supporting documentation for government leadership.
  • SUPPORT financial reporting, data analytics, financial-system modernization, and audit-readiness initiatives where data architecture or governance expertise is required.
  • PARTICIPATE in meetings, technical reviews, workshops, and working groups and translate discussions into actionable technical recommendations.
  • MAINTAIN configuration-controlled architecture and governance documentation as policies, systems, codes, and requirements evolve.

These duties derive directly from PWS 5.1.3 and 5.1.3.1. SSN_ADCFAS_Enclosure_1_PWS_DRAF…

Systems, Tools, and Processes the Candidate Should Be Comfortable Using

The PWS does not prescribe a complete commercial software stack for this position, so I would not make every product below mandatory. For recruiting purposes, I would describe them as representative tools and capabilities.

The ideal candidate should be comfortable working with:

  • Defense Agencies Initiative (DAI) or comparable DoD ERP/financial-management systems
  • Relational databases and enterprise data repositories
  • SQL and database-query concepts
  • Microsoft Excel, including advanced reconciliation, lookup, validation, and analysis functions
