Ascension, LLC is seeking an experienced Data Analytics / Performance Measurement Specialist to support public health program implementation, performance monitoring, data quality management, and evidence-based decision-making for the State of Delaware’s Division of Public Health.

The ideal candidate brings demonstrated expertise in developing key performance indicators (KPIs), evaluating program outcomes, analyzing operational and financial performance data, and translating complex information into actionable recommendations for government program managers and executive leadership.

We are particularly interested in professionals who understand how data analytics supports public-sector accountability, program integrity, fiscal stewardship, and continuous process improvement.

Successful candidates are analytical problem-solvers who combine strong technical capabilities with business and program management expertise. They must be comfortable working independently, identifying inconsistencies in complex datasets, and communicating meaningful findings to both technical and nontechnical stakeholders.

Summary of the Contractor Role

The Data Analytics / Performance Measurement Specialist provides analytical and performance management support to help the Division of Public Health assess program effectiveness, strengthen data reliability, monitor operational outcomes, and improve the delivery of public health services.

The contractor supports the development and implementation of performance measurement frameworks that connect program objectives with measurable outcomes. This includes identifying relevant KPIs, establishing baseline measurements, developing dashboards, conducting trend analyses, and preparing evaluation reports.

The role also supports program integrity and fiscal management through data validation, performance monitoring, variance analysis, and identification of operational inefficiencies or potential compliance concerns.

The ideal candidate demonstrates sound judgment, exceptional analytical reasoning, and the ability to convert fragmented information into structured, reliable, and meaningful insights.

Because the position operates on a limited part-time schedule, the contractor must independently prioritize activities, manage deliverable deadlines, anticipate analytical challenges, and produce accurate work products with minimal supervision.

The specialist collaborates with program managers, financial personnel, operational stakeholders, and other consultants to ensure performance reporting supports informed decision-making and continuous improvement.
