Posted 4 weeks ago

Ascension seeks a Data Analytics & Performance Measurement Lead to design and implement the measurement framework needed to evaluate the effectiveness, adoption, reach, and mission impact of the Navy’s emerging Human Performance Optimization model.

This individual will translate CNIC’s HPO goals into measurable outcomes, key performance indicators, data requirements, analytical methods, dashboards, and decision-support products. The position is central to determining whether HPO programs improve Sailor health, performance, resilience, readiness, and access to multidisciplinary services.

The ideal candidate combines strong data analytics and business intelligence capabilities with practical experience in program evaluation and performance measurement. The candidate must be able to work with program leaders, HPO subject matter experts, technology personnel, and Navy stakeholders to define what should be measured, determine how data should be collected and analyzed, and present results in a form that supports operational and strategic decisions.

Ascension is seeking a professional who is:

  • Analytical, methodical, and attentive to data quality.
  • Skilled at translating broad program goals into measurable indicators.
  • Comfortable working with incomplete requirements and evolving program concepts.
  • Able to explain complex findings clearly to technical and nontechnical audiences.
  • Proactive in identifying data limitations, measurement risks, and opportunities for improvement.
  • Capable of managing competing analytical priorities with limited supervision.
  • Sensitive to the privacy and security requirements associated with health, wellness, personnel, assessment, and performance information.
  • Committed to producing defensible, transparent, and decision-ready analysis.

Contractor Role Summary

The Data Analytics & Performance Measurement Lead supports RFI Section 4, Objective D – Measure and Evaluate Outcomes. The Navy seeks metrics and evaluation frameworks for assessing the effectiveness and impact of human-performance initiatives at individual and group levels.

The contractor will develop an integrated measurement approach covering screening, assessments, testing, program utilization, participant outcomes, workforce capability, technology adoption, and broader readiness indicators. The individual will identify appropriate metrics, define data sources and collection methods, establish analytical and reporting processes, and develop dashboards or similar decision-support products.

The role will help CNIC answer critical program questions, including:

  • Are HPO programs producing measurable improvements in performance, readiness, resilience, and well-being?
  • Are programs reaching the intended populations?
  • Which services and interventions produce the strongest results?
  • Are outcomes consistent across installations, commands, populations, and delivery channels?
  • What adjustments should CNIC make based on performance trends and participant feedback?
  • Is the collected information complete, reliable, secure, and suitable for decision-making?
  • What data and system capabilities will be required to expand the proof of concept into a broader enterprise model?

The contractor will establish repeatable tools and processes for continuous feedback and improvement rather than merely producing one-time reports. Anticipated tools and methods include:

  • Performance-measurement plans and logic models.
  • KPI dictionaries and data definitions.
  • Quantitative and qualitative evaluation methods.
  • Baseline, target, benchmark, and trend analysis.
  • Data collection and validation procedures.
  • Survey, screening, testing, and assessment analysis.
  • Dashboard requirements and prototypes.
  • Microsoft Power BI or comparable business-intelligence tools.
  • Microsoft Excel, Power Query, SQL, and related data-processing tools.
  • Statistical analysis using Python, R, SPSS, SAS, or equivalent tools, as appropriate.
  • Data-quality checks, validation rules, and exception reporting.
  • Data governance, privacy, access-control, and reporting procedures.
  • Executive reports, briefing materials, and recommendations.

Anticipated Responsibilities and Activities

The contractor will:

  • Translate CNIC’s HPO mission, program objectives, and desired outcomes into measurable performance indicators.
  • Develop a comprehensive performance-measurement and program-evaluation framework for the HPO proof of concept.
  • Define outcome, output, process, adoption, participation, utilization, quality, accessibility, and readiness measures.
  • Establish baseline measures, performance targets, benchmarks, thresholds, and reporting frequencies.
  • Create KPI dictionaries documenting definitions, formulas, data owners, data sources, refresh cycles, and limitations.
  • Map required metrics to available or proposed screening, assessment, testing, program, workforce, and technology data.
  • Identify gaps in current data and recommend practical collection, transmission, storage, and reporting solutions.
  • Design mixed-method evaluation approaches that combine quantitative data with surveys, interviews, observations, and stakeholder feedback.
  • Develop dashboard requirements, visualizations, scorecards, and prototypes using Power BI or comparable tools.
  • Analyze individual- and group-level data to identify trends, performance differences, risks, and opportunities for targeted intervention.
  • Evaluate program utilization, participant engagement, service accessibility, intervention outcomes, and implementation progress.
  • Segment results by relevant populations, locations, programs, delivery methods, or other approved characteristics while protecting privacy.
  • Validate the completeness, accuracy, consistency, timeliness, and reliability of data used for performance reporting.
  • Document data lineage, transformation logic, analytical assumptions, and calculation methodologies.
  • Apply appropriate statistical and analytical techniques to determine whether observed results are meaningful and supportable.
  • Develop repeatable data-quality checks, validation rules, reconciliation procedures, and issue-resolution workflows.
  • Collaborate with HPO, fitness, training, technology, change-management, and program leadership personnel.
  • Coordinate with the Digital Analytics Lead or perform that function as a dual-hatted resource when qualified and authorized.
  • Recommend data-management capabilities needed to support the proof of concept and potential enterprise implementation.
  • Incorporate information-security, privacy, role-based access, and data-minimization considerations into analytical solutions.
  • Prepare recurring analytical reports, executive dashboards, findings summaries, and decision briefings.
  • Present technical findings in concise language that program managers and senior leaders can readily understand and act upon.
  • Identify performance risks, unintended outcomes, data limitations, and areas requiring additional study.
  • Recommend program, process, technology, or resource adjustments based on documented evidence.
  • Support continuous-improvement sessions by converting findings into prioritized corrective or enhancement actions.
  • Maintain version-controlled analytical documentation, data definitions, dashboard requirements, and evaluation products.
  • Ensure all deliverables comply with Ascension quality-control practices and applicable Navy security and privacy requirements.
