Contract Analyst 2026P-0697

12+ Months, Part-Time
Bethesda, MD, Hybrid
Posted 4 weeks ago

Ascension is seeking an experienced Contract Analyst to provide hands-on Federal acquisition and procurement support to the Department of Logistics at Walter Reed National Military Medical Center (WRNMMC) in Bethesda, Maryland.

The ideal candidate is an experienced Federal acquisition professional who understands how to move requirements from an operational customer need into a complete, accurate, compliant, and acquisition-ready procurement package. This individual should have direct experience working as a Federal Contract Specialist, Contract Administrator, Procurement Analyst, or in an equivalent GS-1102 acquisition environment.

This is not primarily a corporate contracts administration position. It is a Government acquisition support role requiring practical knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), DoD/DHA acquisition requirements, acquisition planning, procurement package development, price/cost analysis, and contract administration.

The successful candidate will be analytical, highly organized, detail-oriented, responsive, and capable of managing multiple procurement actions simultaneously. The individual should be comfortable operating independently, identifying missing or inconsistent acquisition information, working directly with Government customers, and developing practical solutions to acquisition issues.

Because the position supports WRNMMC’s healthcare and non-healthcare procurements, the Contract Analyst will play an important role in helping Government customers develop accurate requirements and prepare documentation for approval by the Defense Health Agency contracting organization.

Summary of the Contractor Role

The Contract Analyst provides acquisition lifecycle support to WRNMMC’s Department of Logistics, with emphasis on developing and reviewing compliant pre-award acquisition packages and supporting post-award/contractual documentation.

The analyst works with Government acquisition personnel, program customers, CORs, and other stakeholders to translate requirements into procurement documentation that complies with the FAR, DFARS, DHA/DoD supplements, policies, directives, and procedures.

A significant part of the role involves independently managing routine through moderately complex acquisition matters, conducting research and analysis, identifying procurement issues, evaluating cost and pricing information, and developing recommendations or action plans.

The Contract Analyst will also help WRNMMC customers understand the acquisition process through consultation, training, and educational briefings. The PWS specifically requires contractor personnel to work largely independently, prioritize their workload, make recommendations, support requests submitted through the Logistics Department Acquisition Cell, and keep DHA procurement documentation/templates current.

This role is particularly well suited for someone who can move comfortably between acquisition analysis, documentation development, customer advisory support, problem-solving, and procurement tracking/reporting.

What You Will Do

The Contract Analyst’s anticipated activities include:

  • Develop compliant pre-award acquisition and procurement documentation in accordance with FAR, DFARS, DoD, DHA, and WRNMMC policies and procedures.
  • Support acquisition planning, procurement actions, contract administration, compliance activities, and contract closeout activities.
  • Prepare and review procurement package documentation, including Market Research, Independent Government Cost Estimates (IGCEs), Performance Work Statements (PWSs), Statements of Work (SOWs), Acquisition Strategies, Justifications and Approvals (J&As), and other required acquisition documents.
  • Analyze customer requirements and identify incomplete, inconsistent, or missing information before packages are submitted for contracting action.
  • Engage WRNMMC customers to accurately define healthcare and non-healthcare requirements for subsequent procurement approval.
  • Perform price and cost analyses using RFI results, historical pricing, actual and estimated expenditures, established rates, and other relevant information to assess price reasonableness.
  • Research and interpret FAR, DFARS, DoD/DHA policies, directives, regulations, and procedures applicable to assigned procurement actions.
  • Apply fact-finding and analytical techniques to identify the root causes of acquisition issues and develop actionable recommendations.
  • Track active and outstanding acquisition actions, milestones, requirements, and associated documentation.
  • Prepare monthly status reports covering active and outstanding acquisition requirements.
  • Coordinate with the Acquisition Management Service Chief, Supervisory Management Analyst, COR community, program personnel, and other Government stakeholders.
  • Respond to acquisition support requests submitted through the WRNMMC Logistics Department Acquisition Cell.
  • Conduct procurement training, educational briefings, and customer assistance sessions covering procedures and policies for developing acquisition packages.
  • Validate that current DHA forms, templates, instructions, and acquisition documentation are being used.
  • Review procurement packages for completeness, consistency, compliance, and readiness before submission.
  • Manage routine through moderately complex acquisition assignments independently while appropriately escalating significant issues.
  • Prioritize competing requirements and deadlines while maintaining accuracy and responsiveness.
  • Prepare clear acquisition correspondence, reports, presentations, briefings, and supporting documentation.
  • Collaborate as part of an acquisition support team while independently managing assigned procurement actions.
  • Maintain professional, concise, and accurate communications when interacting with Government leadership and customers.

These responsibilities directly reflect the PWS requirement to prepare acquisition packages, conduct price/cost analysis, resolve complex acquisition problems, independently manage assigned matters, and support Federal and DoD acquisition processes.
