Role summary

Lead the Cohort Training Program(s) (12‑month duration), the Montgomery County Business Conference (Feb–May window), and a Monthly Educational Program designed for federal contractors and local organizations impacted by federal changes. Own strategy, schedule, budget, curricula, speakers/coaches, venues, outreach, run‑of‑show, participant engagement, pre/post survey evaluation, and reporting—coordinating closely with the County’s Contract Administrator.


What You’ll Do (Day‑to‑Day)

Program & Schedule Leadership

  • Build and manage the 12‑month cohort plan: 10 in‑person workshops (≥2 hours each), monthly one‑on‑one coaching scheduling/QA (≥30 min/month; up to 36 hours max per participant), homework accountability, and networking requirements; maintain all artifacts and reports.
  • Own the Business Conference timeline (Feb–May window), agenda, run‑of‑show, exhibitor/speaker pipeline, and onsite execution in Montgomery County.
  • Plan and deliver Monthly Educational events (in‑person/virtual/hybrid), including content, speakers, venues, and engagement.

Content, Speakers & Coaching

  • Develop curricula, recruit and brief SMEs (Federal/State/Local/Corporate) and coaches; maintain current knowledge of policy changes that affect contractors.

Marketing, Outreach & Stakeholder Engagement

  • Lead marketing/promotion (contractor‑led); leverage County Business Center Calendar and Mobilized Montgomery; coordinate with PIO via the Contract Administrator.

Evaluation & Reporting

  • Design and administer pre‑/post‑program surveys, track KPIs, and deliver the Final Cohort Training Program Report; propose a reporting cadence and dashboard format.

Budget & Compliance

  • Create and manage detailed budgets for each program element; ensure compliance with County ethics and contract terms; coordinate insurance/venue requirements and deliverables

MINIMUM QUALIFICATIONSEducation & experience: Bachelor’s degree; 7+ years leading cohort‑style or accelerator programs that blend workshops, coaching, assignments, and outcomes reporting. | Program ops: Proven experience scheduling and quality‑controlling large coaching rosters; maintaining hour caps; managing workshop and homework compliance; and producing survey‑based evaluations and final reports.
REQUIRED SKILLSTools: Microsoft 365; registration/webinar platforms; survey tools (e.g., SurveyMonkey); spreadsheets/dashboards.
TECHNICAL SKILLSICF ACC/PCC; familiarity with SBIR/8(a)/WOSB/LSBRP resources in DMV.
DESIRED SKILLS/QUALIFICATIONSCredentials: PMP (or PgMP); ICF coaching credential; ATD APTD/CPTD; event/learning accessibility exposure. | Experience: Prior success integrating conference programming with cohort/action‑learning; DMV ecosystem familiarity. | Data: Power BI/Tableau literacy; outcomes evaluation background.
