Business Intelligence / Data Analyst 2026P-0691
Protect our Land, Ascend with Us!
Ascension is seeking an experienced Business Intelligence / Data Analyst to support the U.S. Coast Guard’s Command, Control, Communications, Computers, Cyber and Intelligence, or C5I, organization in strengthening how business performance is measured, analyzed, visualized, and communicated.
The ideal candidate combines strong business analysis skills with hands-on data analytics, data engineering, dashboard development, KPI design, and executive reporting capabilities. This individual will help Coast Guard leaders transform information from multiple operational and enterprise sources into reliable performance measures, decision-support products, and actionable insights.
This position is especially well suited for someone who understands that data analytics in a federal mission environment is more than developing dashboards. The successful candidate must be able to understand the underlying business process, determine what should be measured, assess whether the underlying data is trustworthy, establish meaningful performance measures, transform disparate data, and then communicate findings in a way that supports leadership decisions.
The individual should be analytical, intellectually curious, highly organized, and comfortable working with both technical and nontechnical stakeholders. Ascension is particularly interested in candidates who can independently investigate ambiguous business questions, identify gaps in information, recommend a practical analytical approach, and carry the work through data preparation, analysis, visualization, validation, and executive presentation.
Summary of the Contractor Role
The Business Intelligence / Data Analyst will primarily support PWS Task 2.2 – Business Performance Support.
The Coast Guard’s strategic objective is to connect organizational metrics directly to business outcomes. The analyst will help determine the appropriate metadata, KPIs, IT service-management measures, performance baselines, and analytical constructs necessary to evaluate processes, services, products, and organizational performance.
The individual will help develop, implement, and continuously improve performance-management systems and reporting toolsets that allow Coast Guard stakeholders to monitor, control, visualize, and evaluate organizational functionality. This includes consolidating data from multiple and sometimes disparate sources, conducting data-quality and validation activities, performing ETL, analyzing operational trends, and helping transition reporting toward automated data visualization and AI-assisted analytics using Databricks and Qlik within the Coast Guard’s Integrated Data Environment.
Because the contract operates within an Agile environment, the analyst will work as an integrated member of Government-led Scrum teams. Contractor personnel participate in Sprint Planning, Backlog Reviews, Sprint Reviews, and Sprint Retrospectives and support delivery of user stories, story points, and product increments.
The role therefore requires someone who can operate effectively at the intersection of business analysis, data analytics, data engineering, visualization, performance management, and Agile delivery.
Position Day-to-Day Activities
The successful candidate is expected to:
- DEVELOP key performance indicators, operational metrics, process measures, baselines, scorecards, and measurement frameworks tied directly to C5I business outcomes.
- ANALYZE organizational, operational, IT service-management, and business-process data to identify trends, performance gaps, risks, anomalies, and opportunities for improvement.
- DETERMINE the data, metadata, definitions, calculations, and business rules required to produce accurate and meaningful performance measures.
- PERFORM data profiling, cleansing, transformation, reconciliation, validation, and ETL across structured and semi-structured data sources.
- CONSOLIDATE information from multiple internal and external organizational sources into analysis-ready datasets.
- BUILD and maintain dashboards, scorecards, executive reports, and other visualization products supporting leadership and decision-making forums.
- SUPPORT development of automated visualizations and AI-assisted analytical products using Databricks and Qlik within the Coast Guard Integrated Data Environment.
- USE SQL and related analytical techniques to query, manipulate, validate, aggregate, and analyze business data.
- TRANSLATE complex quantitative findings into clear conclusions, recommendations, charts, presentations, and executive-level decision aids.
- FACILITATE discussions with process owners, business stakeholders, data owners, technical personnel, and leadership to define analytical requirements and validate findings.
- IDENTIFY discrepancies, missing information, inconsistent business definitions, and data-quality issues and coordinate resolution with appropriate data owners.
- DOCUMENT metric definitions, data lineage, assumptions, calculation methodologies, reporting processes, business rules, and data-validation procedures.
- ASSESS existing reporting practices and recommend opportunities for reporting automation, process improvement, and enhanced management visibility.
- DEVELOP reusable analytical models, templates, reports, and standardized reporting methodologies.
- PARTICIPATE in Agile Sprint Planning, Backlog Reviews, Sprint Reviews, Retrospectives, and related Agile development activities.
- ESTIMATE and support user stories, story points, analytical product increments, and Sprint deliverables.
- COLLABORATE with Government analysts, developers, database administrators, business-process specialists, and other contractor team members.
- VALIDATE dashboards and analytical products for accuracy, completeness, mathematical integrity, usability, and Section 508 accessibility.
- PREPARE executive briefings and data-driven presentations that explain not simply what occurred, but why it occurred, its operational implications, and recommended courses of action.
- MAINTAIN appropriate version control, documentation, and traceability for analytical work products in Microsoft Teams, SharePoint, or other Government-approved repositories.
- PROTECT CUI, Privacy Act information, proprietary data, and other Government information in accordance with applicable DHS and Coast Guard requirements.
- RESPOND to emerging analytical requests, changing priorities, and short-cycle leadership requirements while maintaining established Sprint and reporting commitments.
