The Data, Survey & Reporting Lead builds and operates the evidence system for the County’s programs—designing pre/post survey instruments, running analytics on attendance/engagement/coaching utilization, producing dashboards, and drafting final reports (Cohort & Conference), while maintaining data governance and quality. This role ensures contract compliance on reporting cadence and outcomes measurement across the Conference, Monthly Education, and Cohort Program(s)
Day‑to‑day Responsibilities:
Cross‑program quality & compliance
- Stand up the measurement framework (KPIs, definitions, data dictionary, audit trails) and the reporting cadence required by the contract; deliver monthly/periodic summaries and final reports.
- Establish data governance and privacy practices; manage structured repositories and handoff packages (County owns program documents/data).
Cohort Program(s)
- Design and administer pre‑program and post‑program surveys; compute deltas vs. participant goals; compile the Final Cohort Program Report.
- Build trackers for workshop attendance, homework completion, and monthly 1:1 coaching—enforce the 36‑hour maximum per participant and minimum 30‑minute monthly sessions; generate compliance alerts.
Monthly Educational Training
- Track registrations, attendance, satisfaction, and topic‑level outcomes; connect session insights to cohort assignments and coaching themes; integrate inputs from Federal/State/Local/Corporate speakers.
Business Conference
- Develop feedback instruments and onsite capture plan; produce Conference outcomes report (attendance, session ratings, exhibitor/sponsor engagement, matchmaking volumes, sentiment/themes). Contractor manages all event logistics; your scope is measurement and reporting.
County alignment
- Coordinate with the Contract Administrator on templates and cadence; reflect the County’s limited marketing channels (Business Center Calendar, Mobilized Montgomery) in attribution/lead‑source tracking as applicable.
Deliverables & KPIs you will produce
- Measurement & reporting plan with KPI definitions and cadence.
- Cohort: pre/post survey instruments & results; coaching hour utilization (≤ 36 hrs/participant) and compliance dashboard; workshop attendance and homework compliance; Final Cohort Report.
- Monthly Education: attendance, satisfaction, engagement metrics; topic‑impact snapshots.
- Conference: registration/attendance analytics, session scores, matchmaking counts, exhibitor metrics, after‑action insights.
- Monthly/periodic status reports as agreed with the County.

| DESIRED SKILLS/QUALIFICATIONS | Power BI DAX measures; SharePoint/Power Platform familiarity; Section 508/accessible reporting awareness. | Experience measuring conference and hybrid events; GovCon literacy (procurement lifecycle basics, set‑aside programs). | Certifications: PMP, CAP, CQIA, APTD/CPTD, or similar. |
