Ascension LLC is seeking a Business Analyst to support the Comptroller of Maryland’s Continuous Improvement Initiative within the Unclaimed Property and Field Enforcement Divisions. The selected professional will lead efforts to document, analyze, and optimize operational processes; develop standard operating procedures (SOPs); identify internal control gaps; and implement process improvements that drive efficiency, accuracy, and customer satisfaction.

Business Analyst Day-to-Day Activities:

  • Document and analyze existing workflows, policies, and procedures within assigned divisions.
  • Develop comprehensive Standard Operating Procedures (SOPs) and process maps.
  • Lead business process reengineering initiatives to improve performance, accuracy, and compliance.
  • Identify and mitigate process control gaps, offering actionable recommendations for remediation.
  • Collaborate with staff to enhance or automate workflows using tools such as Excel, SharePoint, Power BI, ServiceNow, KAPS, and Revenue Premier.
  • Support testing, training, and quality assurance of new or improved business processes.
  • Prepare written reports, visual dashboards, and presentations summarizing project progress and outcomes.
  • Manage timelines, deliverables, and client expectations across two functional divisions.
  • Communicate effectively with stakeholders to gather feedback and validate process improvements.

MINIMUM QUALIFICATIONSBachelor’s degree in Business Administration, Management, Information Systems, or a related field. | Exceptional communication, analytical, and facilitation skills with the ability to collaborate across departments.
REQUIRED SKILLSMinimum of 3 years of progressive experience in business process analysis, documentation, and process improvement within public sector or enterprise environments. | Professional Certification (Required): - PMP (Project Management Professional) - CBAP (Certified Business Analysis Professional) - PMI-PBA (Professional in Business Analysis), or - CAPM (Certified Associate in Project Management)
TECHNICAL SKILLSRetrieving data. Wait a few seconds and try to cut or copy again. | Working knowledge of SharePoint, Power BI, or ServiceNow for workflow and reporting. | Experience developing SOPs, flowcharts, and business requirements documentation (BRDs).
DESIRED SKILLS/QUALIFICATIONSMaster’s degree in Business, Public Administration, or Organizational Management. | 5+ years of experience supporting government process improvement initiatives or continuous improvement programs. | Familiarity with Lean Six Sigma or process automation tools (Microsoft Power Platform, UiPath, etc.). | Understanding of data visualization and performance metrics tracking (KPIs). | Experience supporting state or local government fiscal or compliance functions (e.g., tax, auditing, or enforcement programs). Certifications (Preferred): - Lean Six Sigma Green Belt Certification - Additional BA or QA credentials (ECBA, CSM, etc.) welcome.
