Ascension LLC is seeking an experienced Business Analyst III to support continuous improvement projects for the Comptroller of Maryland’s Unclaimed Property and Field Enforcement Divisions. The analyst will lead process documentation, internal control assessments, business process engineering, workflow automation, and quality assurance activities that strengthen Division operations.

This role requires a results-oriented analyst who can independently identify, plan, execute, and deliver improvement projects across two program areas. The analyst will produce written proposals, detailed standard operating procedures (SOPs), and closeout reports for each major initiative.


Key Responsibilities

Business Process Documentation & Procedure Development

  • Document existing Division processes through interviews, observation, workflow mapping, and analysis.
  • Develop comprehensive, highly detailed SOPs for operational processes within both Divisions.
  • Prepare clear, auditable documentation to support onboarding, internal controls, and process transparency.

Internal Control Assessment & Recommendations

  • Identify gaps in internal controls related to accuracy, compliance, and operational risk.
  • Recommend improvements that support efficiency, consistency, and risk mitigation.

Process Reengineering & Continuous Improvement

  • Analyze current business processes, identify inefficiencies, and implement redesigned workflows.
  • Develop measurable project objectives and performance metrics.
  • Provide strategic recommendations to improve accuracy, speed, security, and employee satisfaction.

Business Process Automation & Tool Enhancement

  • Develop or coordinate enhancements in the COM IT environment, including:
    • Microsoft Excel
    • SharePoint
    • Power BI
    • ServiceNow
    • KAPS
    • Revenue Premier
  • Design automated workflows and tools to reduce manual work and improve data quality.

Quality Assurance, Testing & System Workflow Support

  • Conduct functional and user acceptance testing of new or updated applications.
  • Collaborate with technical teams to validate requirements and ensure system alignment with business needs.
  • Support workflow design for processes transitioning to new platforms or applications.

Project Delivery & Reporting

The Business Analyst must complete at least two major improvement projects per Division, each requiring:

  • A written project proposal with defined metrics.
  • A detailed SOP for the target process(es).
  • A closeout report outlining findings, recommendations, risks, and performance analysis.

Day-to-Day Activities

  • Meet with Division leadership, supervisors, and staff to gather requirements and validate findings.
  • Analyze Division workflows end-to-end to identify pain points and improvement opportunities.
  • Produce process maps, swimlane diagrams, and internal control matrices.
  • Build prototypes, templates, and automated tools for process optimization.
  • Facilitate workshops, testing sessions, and demonstrations of redesigned workflows.
  • Prepare briefings, reports, status updates, and documentation for COM leadership.
  • Split time equally between Unclaimed Property and Field Enforcement Divisions.

TECHNICAL SKILLSRetrieving data. Wait a few seconds and try to cut or copy again. | Working knowledge of SharePoint, Power BI, or ServiceNow for workflow and reporting. | Experience developing SOPs, flowcharts, and business requirements documentation (BRDs).
DESIRED SKILLS/QUALIFICATIONSMaster’s degree in Business, Public Administration, or Organizational Management. | 5+ years of experience supporting government process improvement initiatives or continuous improvement programs. | Familiarity with Lean Six Sigma or process automation tools (Microsoft Power Platform, UiPath, etc.). | Understanding of data visualization and performance metrics tracking (KPIs). | Experience supporting state or local government fiscal or compliance functions (e.g., tax, auditing, or enforcement programs). Certifications (Preferred): - Lean Six Sigma Green Belt Certification - Additional BA or QA credentials (ECBA, CSM, etc.) welcome.
