We’re seeking for a Human Capital & Data Analytics Specialist to support the State of New Mexico’s Cybersecurity Workforce Development Project. This role focuses on survey design, data collection, workforce analytics, and reporting. The selected candidate will be responsible for building the capabilities assessment database, performing quantitative and qualitative analysis, and developing dashboards, charts, and visualizations to support the project’s final report.
Human Capital & Data Analytics Specialist Day-to-Day Activities
- Support needs assessment by designing surveys, analyzing responses, and compiling data insights.
- Collect and validate workforce data from participating agencies.
- Research education, training, and recruitment providers to develop the capabilities database.
- Conduct workforce data analysis to identify gaps in KSAs, recruitment, and retention.
- Create dashboards, charts, and visuals to support findings and recommendations.
- Assist in drafting the final report with data-driven insights.
- Collaborate with the Project Manager to ensure project deliverables are evidence-based and accurate.
Job Features
| MINIMUM QUALIFICATIONS | Bachelor’s degree in Data Analytics, Human Capital Management, Public Administration, or related field. | Demonstrated experience designing and analyzing surveys/interviews. |
| REQUIRED SKILLS | 5+ years of experience in data analytics, workforce planning, or HRIS. |
| TECHNICAL SKILLS | Proficiency with Microsoft Power BI, Tableau, and Excel | Strong ability to communicate data-driven findings to both technical and non-technical audiences. |
| DESIRED SKILLS/QUALIFICATIONS | Master’s degree in Business Analytics, Human Capital Management, or related field. | Experience with state or federal workforce assessments or human capital initiatives. | Knowledge of the NIST NICE Workforce Framework. | Familiarity with HRIS systems (e.g., PeopleSoft, Workday, DFAS, IPPS-A) | Certifications: Microsoft Power BI Data Analyst (PL-300), SHRM-CP, or equivalent. |
| SUITABILITY/SECURITY RQMTS | Must be eligible to work in the United States. | May be subject to State of New Mexico background check depending on participating entity requirements. No federal clearance required. |
