ASCENSION is seeking an experienced Defense Programming and Resources Analyst to provide hands-on programming, budgeting, manpower, resource management, and analytical support to the Air National Guard Security Forces Division. This position is ideal for a defense resource-management professional who understands how mission requirements are translated into manpower, funding, programmatic priorities, execution decisions, and senior-leadership recommendations.
The successful candidate should bring more than general financial or management-analysis experience. We are looking for someone comfortable operating within a Department of Defense or Department of the Air Force environment where financial execution, manpower resources, Program Objective Memorandum development, Unfunded Requirements, policy, data, and operational priorities intersect.
The strongest candidate will be analytical, organized, self-directed, and highly responsive. The individual should be able to take an ambiguous resource or programming issue, identify the underlying data and stakeholders, determine what action is required, conduct the analysis, identify discrepancies, and present a clear recommendation to Government leadership.
Experience with Air Force programming and resource-management processes, Planning, Programming, Budgeting and Execution activities, PBES, POM development, O&M funding, MILPERS, manpower analysis, UFRs, and ANG or Air Force organizations will be particularly valuable.
Position Summary
The Defense Programming and Resources Analyst will support the NGB/A4S Security Forces Programming and Resources Branch (NGB/A4SX) with the development, execution, monitoring, and analysis of programs and resources supporting Air National Guard Security Forces operations.
The analyst will work across manpower, funding, equipment, technology, program execution, policy, financial analysis, and organizational reporting. The PWS identifies systems including Envision, Power BI, Programming Budget and Execution System (PBES), Project Data System (PDS), and Checkbook as part of the supported environment.
A significant portion of the position involves converting resource and program information into actionable management insight. The analyst will support manpower-resource tracking and accountability, O&M and State Cooperative Agreement Unfunded Requirements, Program Objective Memorandum development, O&M and MILPERS execution monitoring, quarterly financial and manpower analyses, annual and mid-year resource reviews, and State Cooperative Agreement compliance.
This individual will also serve as an important coordination point between NGB/A4SX leadership, program managers, ANG field units, Headquarters Air Force, MAJCOMs, and other stakeholders. Success therefore requires both strong analytical ability and the judgment to communicate financial and programmatic information accurately to technical and senior-management audiences.
Anticipated Day-to-Day Responsibilities
- Analyze manpower, funding, programming, execution, and resource data supporting ANG Security Forces programs and mission requirements.
- Support the NGB/A4SX Resources Program Manager with manpower-resource analysis, tracking, distribution, and accountability.
- Support the Program Element Monitor in developing and maintaining analytical inputs for the ANG Security Forces Program Objective Memorandum.
- Prepare requested POM data, financial analyses, supporting documentation, historical records, and trend analyses.
- Monitor Operations and Maintenance and MILPERS resource execution and identify emerging execution concerns, discrepancies, or resource-management risks.
- Develop quarterly execution analyses addressing manpower, financial performance, O&M Unfunded Requirements, and State Cooperative Agreement Unfunded Requirements.
- Coordinate O&M and State Cooperative Agreement Unfunded Requirements, including proper routing, documentation, correction, and follow-up with submitting units.
- Update O&M UFR guidance and checklists and State Cooperative Agreement UFR guidance and checklists on the required annual cycle.
- Analyze State Cooperative Agreement execution and provide recommendations to the NGB/A4SX Resource Manager.
- Review the State Cooperative Agreement reporting tool monthly to identify unit compliance concerns and allocation discrepancies.
- Assist with the mid-year review and tracking of ANG manpower resources across supported units.
- Track Site Activation Task Force action items originating from the NGB/A8 Conversions Branch and coordinate actions with the responsible Government program manager.
- Maintain access to and utilize Government resource-management and analytical systems, including Envision, Power BI, PBES, PDS, and Checkbook.
- Develop and maintain ANG policy and guidance associated with manpower, funding, equipment, and technology.
- Review and edit policy guidance associated with the ANG Integrated Base Defense Security Systems program, as assigned.
- Maintain a Programming & Resources Continuity Book documenting processes, field-unit procedures, annual timelines, responsibilities, and key points of contact.
- Analyze open and closed maintenance service calls, unit maintenance documentation, bench-stock inventory, and preventive-maintenance inspection status associated with the nationwide alarm preventive-maintenance support effort.
- Track preventive-maintenance progress and identify unresolved discrepancies to the appropriate Government COR or program manager.
- Coordinate inquiries between ANG units, Government program managers, and maintenance contractors.
- Review applicable IT-system maintenance contracts for NGB equities and document potential issues requiring Government attention.
- Conduct unit site visits when requested to validate or assess manpower, programming, or resource-management issues.
- Update Programming and Resources information used in State of the State and Unit Visit Cards.
- Coordinate with NGB functional organizations, the ANG corporate process, MAJCOMs, Headquarters Air Force, and other stakeholders on programming and resource initiatives.
- Participate in recurring working groups, including IBDSS, maintenance, AFSFC, innovation, and other scheduled or just-in-time meetings.
- Prepare briefings, presentations, reports, analytical products, and decision-support materials explaining NGB positions on requirements, programming, manpower, funding, and resources.
- Deliver after-action reports following designated workshops, conferences, meetings, or official representation activities.
- Communicate directly with ANG Security Forces field organizations, including participation in quarterly calls or forums with ANG SF/S4 personnel.
- Identify financial, manpower, policy, schedule, documentation, or compliance discrepancies and recommend practical corrective actions.
- Maintain accurate, complete, audit-ready supporting documentation for assigned resource-management activities.
