ASCENSION is seeking an experienced Business Process Improvement Analyst to support HUD executives and organizational stakeholders in analyzing, redesigning, and improving business processes that affect operational efficiency, enterprise transformation, governance, and mission performance.

This position is well suited for an experienced business analyst, process improvement analyst, business process analyst, BPI/BPR analyst, workflow analyst, or change management analyst who can move beyond simply documenting a process and determine why a process is not working, where inefficiencies or control weaknesses exist, what should change, and how the improved process should operate.

The ideal candidate combines structured analytical thinking with strong interpersonal and facilitation skills. The individual should be comfortable working with executives, managers, process owners, subject matter experts, technology teams, and other stakeholders to understand complex operations and convert qualitative and quantitative findings into practical recommendations.

We are seeking someone who is detail-oriented, intellectually curious, organized, and comfortable operating in environments where requirements and priorities may evolve. The successful candidate should be capable of taking an ambiguous operational problem, structuring the analysis, identifying root causes, developing practical alternatives, and helping stakeholders move from the current state to an improved future state.

This role is particularly important to HUD’s broader objective of enhancing operational capability, improving efficiency, supporting organizational transformation, and sustaining mission-aligned operational excellence.

Position Summary

The Business Process Improvement Analyst will provide analytical and advisory support for HUD initiatives primarily associated with Operational Efficiency, Enterprise Transformation, and Governance, Compliance, and Assurance.

HUD requires support identifying opportunities to streamline processes, optimize resource utilization, improve workflow effectiveness, assess enterprise practices, implement modernization initiatives, and strengthen governance and internal controls. The PWS also requires ongoing monitoring and reporting so improvements can be demonstrated and sustained.

The Analyst will assess current-state business processes, gather and validate business requirements, facilitate process discovery sessions, analyze workflows and operational data, identify bottlenecks and unnecessary handoffs, perform root-cause analysis, and develop practical future-state recommendations.

The individual may also assist stakeholders with translating recommended improvements into procedures, workflows, implementation plans, performance measures, business requirements, governance structures, and technology-enabled solutions.

Consistent with ASCENSION’s Business Data Analyst III labor category, the Analyst may support business and digital transformation initiatives, develop reports or dashboards, integrate information from multiple sources, recommend redesigned business workflows, and identify appropriate low-code/no-code automation opportunities where technology can improve the process.

This is not primarily a software development position. The strongest candidate will understand that successful transformation begins with the business problem, process, people, controls, information flows, and intended outcome, with technology serving as an enabler where appropriate.

Anticipated Day-to-Day Responsibilities

The Business Process Improvement Analyst will be expected to:

  • ASSESS existing HUD business processes, operating procedures, workflows, organizational practices, and supporting systems to identify inefficiencies, duplication, bottlenecks, control weaknesses, unnecessary handoffs, and improvement opportunities.
  • FACILITATE process discovery sessions, stakeholder interviews, workshops, and working sessions with executives, process owners, subject matter experts, and operational personnel.
  • DOCUMENT current-state processes using process maps, swimlane diagrams, workflow models, requirements documents, decision matrices, and supporting narratives.
  • ANALYZE business processes to determine root causes of performance issues rather than treating individual symptoms.
  • IDENTIFY opportunities to eliminate unnecessary process steps, reduce cycle time, simplify approvals, improve information flow, clarify responsibilities, and increase operational efficiency.
  • DESIGN future-state business processes that improve effectiveness while maintaining appropriate governance, compliance, accountability, and internal controls.
  • DEVELOP business process improvement and business process reengineering recommendations that are practical, implementable, measurable, and aligned with HUD priorities.
  • TRANSLATE stakeholder needs and operational challenges into clearly defined business, functional, workflow, reporting, and information requirements.
  • EVALUATE whether inefficient processes should be standardized, simplified, redesigned, automated, or otherwise transformed before recommending technology solutions.
  • PERFORM gap analyses comparing current capabilities, processes, controls, and performance against desired future-state conditions.
  • APPLY process improvement methodologies such as Lean, Six Sigma, Business Process Management, business process reengineering, root-cause analysis, value-stream analysis, or comparable structured approaches.
  • CREATE process maps, standard operating procedures, workflow diagrams, requirements documentation, process assessment reports, improvement recommendations, implementation roadmaps, and executive decision materials.
  • DEVELOP measurable process performance indicators, baselines, targets, and monitoring approaches to determine whether implemented improvements achieve intended outcomes.
  • ANALYZE quantitative and qualitative information to identify trends, operational risks, performance gaps, and improvement opportunities.
  • SUPPORT enterprise transformation initiatives involving organizational processes, technologies, operating models, roles, responsibilities, and change adoption.
  • SUPPORT governance and compliance assessments by examining whether business processes incorporate appropriate controls, responsibilities, approvals, documentation, and oversight mechanisms.
  • RECOMMEND opportunities for Microsoft 365, Microsoft Power Platform, SharePoint, ServiceNow, workflow automation, or comparable platforms to improve processes when supported by the business case.
  • COLLABORATE with technical personnel to ensure automated solutions accurately reflect approved business requirements and future-state processes.
  • VALIDATE proposed process designs with stakeholders before implementation and document resulting decisions, dependencies, risks, and actions.
  • MONITOR implementation of approved process changes and assess whether improvements are generating measurable operational benefits.
  • DEVELOP executive-level presentations, process assessment summaries, recommendations, status reports, decision papers, and briefing materials.
  • COMMUNICATE analytical findings in clear business language appropriate for both operational personnel and senior executives.
  • COORDINATE multiple assignments, stakeholder requests, deliverables, and deadlines while maintaining accurate documentation and configuration control.
  • IDENTIFY implementation risks, resistance points, dependencies, and potential unintended consequences associated with process changes.
  • SUPPORT change management activities such as stakeholder impact assessments, communications, implementation planning, and adoption monitoring.
  • MAINTAIN documentation and Government records in accordance with contract, quality, records-management, and accessibility requirements.
  • INCORPORATE Government comments into draft deliverables and complete revisions within required review cycles.
  • ENSURE assigned deliverables are comprehensive, analytically sound, professionally written, and Section 508 compliant when required.
