ASCENSION is seeking an experienced PMO Analyst / Portfolio Management Analyst to provide executive-level portfolio, program, and project management support to the U.S. Department of Housing and Urban Development.

The ideal candidate combines the discipline of a project controls analyst with the judgment and communication skills needed to support senior federal executives. This individual should be comfortable taking information from multiple projects, stakeholders, schedules, risk registers, meetings, and reporting sources and turning it into a concise, reliable picture of portfolio performance.

This is not simply a reporting position. We are looking for someone who can recognize when milestones are slipping, dependencies are emerging, information is inconsistent, or risks require escalation, and then help organize the information HUD leadership needs to make timely decisions.

The successful candidate will be highly organized, analytical, responsive, and comfortable operating in an environment where priorities may shift quickly. The individual should be able to work with limited supervision, manage several concurrent activities, anticipate information needs, and communicate professionally with senior leaders, program managers, project teams, and other stakeholders.

Candidates with experience supporting a Federal PMO, enterprise portfolio, transformation initiative, executive program office, or management consulting engagement will be particularly well aligned with this opportunity.

Position Summary

The PMO Analyst / Portfolio Management Analyst will support HUD executives in overseeing a portfolio of initiatives associated with organizational transformation, operational efficiency, strategic management, and other executive priorities.

HUD’s Portfolio Management Support requirements call for strategic portfolio kickoff meetings, executive-level monthly status reporting, strategic status meetings, maintenance of a Portfolio Management Plan, Problem Notification Reports, notification of significant technical, financial, personnel, or managerial challenges, and detailed project plans for individual task orders.

The Analyst will establish and maintain the working information structure needed to support those activities. This includes schedules, milestones, action items, risks, issues, dependencies, performance metrics, decision logs, project plans, briefing materials, and portfolio status information.

The role also supports HUD’s Executive Briefing function. The PWS requires contractors to synthesize information across portfolio activities, develop presentations and summaries, facilitate briefing sessions, respond to executive inquiries, and keep materials current as priorities change.

What You Will Do

The successful candidate will:

  • Maintain portfolio-level project plans, schedules, milestones, dependencies, deliverables, and action-item trackers for assigned HUD initiatives.
  • Develop and update detailed project plans for task orders and initiatives to support executive oversight and portfolio management.
  • Prepare executive-level monthly status reports summarizing accomplishments, schedule status, upcoming milestones, risks, issues, dependencies, decisions, and performance metrics.
  • Analyze project and portfolio information to identify trends, schedule variances, resource constraints, emerging risks, and matters requiring management attention.
  • Maintain risk, issue, action, dependency, and decision logs and ensure assigned owners and resolution dates are documented and monitored.
  • Identify project risks and support development, documentation, and monitoring of mitigation strategies.
  • Create Problem Notification Reports and other escalation materials for technical, financial, personnel, schedule, or management issues requiring executive attention.
  • Support development and maintenance of the Portfolio Management Plan and associated portfolio governance processes.
  • Coordinate strategic portfolio kickoff meetings, project status meetings, working sessions, and executive reviews.
  • Develop meeting agendas, presentation materials, briefing books, read-ahead packages, decision papers, meeting notes, and action-item summaries.
  • Synthesize complex information from multiple projects and stakeholders into concise executive briefings, dashboards, summaries, and decision-support materials.
  • Track commitments and action items resulting from leadership meetings and follow them through closure.
  • Collect and validate portfolio performance information from project managers, subject matter experts, and supporting organizations.
  • Develop and monitor key performance indicators and other measures used to assess project and portfolio performance.
  • Produce data tables, management reports, visual summaries, and dashboards that improve leadership visibility into portfolio health.
  • Conduct operational and programmatic research supporting mission performance, resource optimization, process improvement, and management decisions.
  • Facilitate Integrated Project Teams, working groups, or stakeholder meetings when required.
  • Coordinate information across project teams to identify cross-project dependencies and potential schedule or execution conflicts.
  • Recommend improvements to portfolio management processes, reporting methods, templates, workflows, and governance mechanisms.
  • Maintain organized and auditable repositories of project documentation, reports, meeting materials, decisions, and portfolio records.
  • Review deliverables for accuracy, completeness, consistency, grammar, and readiness for executive or Government review.
  • Incorporate Government comments and revisions into reports and deliverables within established review cycles.
  • Support executive administrative and management activities when those activities directly relate to portfolio governance, meeting coordination, reporting, and action tracking.
  • Collaborate with the Contract/Project Manager, other ASCENSION personnel, HUD stakeholders, and supporting contractors while maintaining appropriate contractor/Government role boundaries.
  • Protect sensitive Government and program information and follow applicable HUD, Federal, and contract requirements.

DESIRED QUALIFICATIONSMaster's degree in Business Administration, Public Administration, Project Management, Operations Research, Information Systems, Analytics, or a related discipline. | Eight or more years of progressively responsible program, project, PMO, or portfolio management experience. | Previous experience supporting a Federal Government PMO, executive office, program management office, transformation program, or management consulting engagement. | Experience supporting Cabinet-level departments or other large Federal organizations. | Experience developing or maintaining Portfolio Management Plans. | Experience preparing executive briefings for SES-level or equivalent leadership. | Experience establishing or maintaining RAID frameworks, governance processes, portfolio reporting cycles, or project control systems. | Experience using Microsoft Project, Smartsheet, Jira, ServiceNow, Power BI, or similar portfolio/project management and reporting platforms. | Experience designing management dashboards or executive performance reporting. | Familiarity with Federal program management, acquisition, budgeting, governance, or performance-management environments. | Familiarity with PMBOK, Agile, hybrid project management, or comparable program/project management methodologies.
SUITABILITY/SECURITY REQUIREMENTAnticipated Requirement: Federal suitability / background investigation as specified at the task-order level.
