Ascension is seeking a Financial Management Analyst to support the Navy’s Military Sealift Command (MSC), Command, Control, Communications, and Computer Systems Directorate (N6), in managing budgetary resources for C4/IT programs and investments. MSC N6 is responsible for delivering and sustaining secure C4/IT capabilities across ashore and afloat environments, including a portfolio of approximately 71 C4/IT programs supporting nine ashore sites and 129 ships. The PWS identifies Financial Management as Task Area 4 and requires planning, reporting, analysis, and funding execution support tied to IT products and services.

This position is ideal for a detail-oriented financial analyst who understands federal budget execution, spend plan tracking, financial data entry, reporting, and briefing development. The successful candidate will help the customer maintain visibility into committed, obligated, and executed funds; support PPBE-related reporting; prepare financial briefs; and ensure financial information is accurate across systems and decision-support tools.

Summary of the Contractor Role

The Financial Management Analyst will support MSC N6 financial planning, reporting, analysis, and budget execution activities for C4/IT investments. The analyst will gather and enter financial data, document financial processes, prepare resource reports, and support program reviews, midyear financial reviews, end-of-year financial reviews, and ad hoc funds execution reporting. The PWS specifically requires support for PBIS-IT data entry, use of authoritative systems such as PBIS-IT, Navy ERP, and PBR, and development of financial reports, budget control reports, dashboards, meeting materials, and supporting analysis.

The ideal candidate should bring strong Excel skills, working knowledge of federal financial management, comfort with financial systems and structured data, and the ability to translate financial information into clear reports, slides, talking points, dashboards, and action-oriented recommendations. This role requires someone who is organized, dependable, careful with details, responsive to data calls, and capable of working in a fast-paced environment where funding status, procurement packages, and financial reporting deadlines directly affect mission execution.

Expected Day-to-Day Activities

• Track MSC N6 budgetary resources across commitments, obligations, expenses, and execution status.
• Enter and update financial data in PBIS-IT and support analysis of PBIS-IT data.
• Prepare weekly commitment reports, monthly expensing reports, NOR responses, PBIS-IT submissions, and ad hoc funds execution reports.
• Develop spreadsheets, slides, talking points, and briefing materials for weekly program reviews, midyear financial reviews, and end-of-year financial reviews.
• Support reporting on C4/IT requirements and investments as planned, programmed, budgeted, unfunded, or placed into service.
• Create and maintain dashboards that connect financial execution data to spend plans and fielding plans.
• Facilitate financial planning and reporting meetings by preparing agendas, minutes, briefs, and supporting analysis.
• Conduct financial analysis, financial risk analysis, internal assessments, and process reviews.
• Support financial analysis IPTs, working groups, audit teams, advisory boards, and data calls.
• Evaluate financial management processes and recommend improvements to strengthen accuracy, compliance, and reporting discipline.
• Prepare budgetary request materials for USFFC and USTC resourcing as part of the PPBE process.
• Track, monitor, and report Defense Business System expenditures.
• Assist with ITPR submission, PR package preparation, funding execution tracking, invoice support, realignments, and end-of-year closeout activities.
• Perform quality checks on financial data, funding execution actions, and supporting documentation.
• Reconcile financial data across systems of record and identify dormant or inactive balances requiring review.
• Maintain version-controlled financial files, reports, and supporting documentation in government-approved repositories.
