Ascension is seeking a Data Analytics & Reporting Specialist to support Navy Information Technology Governance and Mission Support activities for the Military Sealift Command’s C4/IT portfolio. This role is intended for a data-driven, detail-oriented professional who can turn complex portfolio, financial, program, and repository data into dashboards, KPIs, reports, and executive-level decision-support products.

This position is important because MSC N6 is responsible for sustaining secure C4/IT capabilities across ashore and afloat environments, including a portfolio of approximately 71 C4/IT programs supporting nine ashore sites and 129 ships. The PWS identifies Task Area 2 for C4/IT Portfolio Management, Task Area 3 for Data Management and Data Governance, and Task Area 4 for Financial Management. The ideal candidate will help Government leaders improve visibility into IT investments, portfolio health, financial execution, data quality, risks, dependencies, and performance trends.

The best-fit candidate will bring strong experience with data analysis, dashboard development, KPI design, data governance, business process improvement, and executive reporting. The person should be comfortable working with program managers, financial analysts, portfolio managers, and senior stakeholders to define reporting needs, validate data, build dashboards, and communicate findings clearly.

Summary of Contractor Role

The Data Analytics & Reporting Specialist will support MSC N6 by developing and maintaining dashboards, KPIs, analytic reports, data repositories, data dictionaries, and reporting tools used to manage C4/IT portfolio performance, financial execution, investment decisions, and data governance. The PWS requires dashboards and reporting for C4/IT Portfolio Management, including financial execution, PPBE-related data, POM data, spend plans, fielding plans, and investment inventory data using Government-approved tools such as SharePoint, Tableau, and Dataverse.

The role also supports data management and governance by maintaining repositories, dashboards, workflows, applications, and related solutions; ensuring data accuracy, availability, consistency, and reliability; maintaining data standards and validation rules; supporting monthly data maintenance reporting; and helping improve workflow automation and governance controls. The position also supports financial reporting and analysis by helping maintain financial execution dashboards, preparing reports and briefs, supporting data calls, and analyzing financial and portfolio data for leadership decision-making.

This individual must be self-driven, organized, analytical, and capable of working in a complex environment where data is pulled from multiple systems, repositories, spreadsheets, and stakeholder inputs. The candidate should be able to anticipate data quality issues, recommend reporting improvements, build user-friendly visualizations, and help Government stakeholders interpret what the data means.

Expected Day-to-Day Activities

  • Develop and maintain executive dashboards, KPI trackers, data visualizations, and analytic reports supporting C4/IT portfolio management, financial management, and data governance.
  • Analyze portfolio, program, budget, spend plan, fielding plan, POM, PPBE, and investment inventory data to identify trends, gaps, risks, dependencies, and decision points.
  • Build and refine dashboards using Government-approved tools such as SharePoint, Tableau, Dataverse, Microsoft Excel, Power BI, or similar approved platforms.
  • Maintain and update existing data repositories, dashboards, workflows, applications, and reporting tools that support MSC N6 PfM and financial management toolsets.
  • Develop data dictionaries, data standards, validation rules, naming conventions, authorized values, and required field definitions to support consistent reporting.
  • Perform data quality checks to identify incomplete, inconsistent, duplicate, outdated, or unreliable data.
  • Prepare recurring and ad hoc reports, briefs, charts, talking points, and decision-support products for Government program managers and senior leaders.
  • Support C4/IT investment reviews by preparing meeting materials, analyses, dashboard extracts, and KPI briefings.
  • Support financial reporting by correlating current-year financial execution to spending plans, fielding plans, and approved requirements.
  • Monitor dashboard and repository performance and document issues, outages, corrective actions, and data integrity concerns in recurring maintenance reports.
  • Translate stakeholder reporting needs into clear data requirements, dashboard mockups, analytic use cases, and reporting products.
  • Recommend improvements to data management processes, reporting workflows, data governance controls, and dashboard usability.
  • Coordinate with program, portfolio, financial, and technical stakeholders to validate data sources and ensure reports reflect accurate business context.
  • Support SOP development and updates for dashboards, repositories, workflows, reporting processes, and data governance procedures.
  • Support training materials or user guidance for dashboards, data repositories, workflows, and reporting processes.
