Ascension is seeking an experienced Federal Program Manager who can lead a mission-critical IRS initiative focused on improving taxpayer communications through the redesign, evaluation, and modernization of math error notices. The ideal candidate will serve as the central point of coordination between Ascension’s technical team, IRS Taxpayer Correspondence Services (TCS), Research, Applied Analytics & Statistics (RAAS), government stakeholders, and supporting personnel.
The successful candidate will bring demonstrated experience managing complex Federal programs, coordinating cross-functional teams, maintaining project schedules, managing risks and issues, and delivering executive-level communications. This individual should be comfortable operating in an environment requiring strong organizational leadership, stakeholder engagement, and disciplined program execution.
The Program Manager will ensure the IRS receives timely, high-quality deliverables supporting the implementation of taxpayer communication improvements, knowledge transfer activities, pilot program execution, and successful program transition.
Summary of Contractor Role
The Program Manager will provide overall leadership and management oversight for Ascension’s support of the IRS Math Error Notifications Pilot Program. The role is responsible for ensuring all contractual requirements, milestones, deliverables, and stakeholder expectations are successfully achieved.
The Program Manager will establish and maintain program management processes, coordinate resources, monitor progress, identify and mitigate risks, facilitate stakeholder communications, and ensure quality control across all work products.
The position requires an organized, proactive leader capable of managing multiple concurrent activities, including:
- Program startup and transition activities
- Knowledge management and documentation transfer
- Stakeholder engagement
- Executive briefings
- Status reporting
- Risk and issue management
- Deliverable tracking
- Coordination with technical and analytical teams
The ideal candidate is a self-driven professional who can independently manage priorities, anticipate challenges, communicate effectively with Government stakeholders, and maintain alignment between project objectives and IRS mission needs.
Expected Day-to-Day Activities
The Program Manager will:
- Lead overall program execution activities supporting IRS Taxpayer Correspondence Services.
- Develop and maintain program management plans, schedules, milestones, and tracking mechanisms.
- Coordinate contractor personnel activities to ensure successful completion of assigned tasks.
- Facilitate project kickoff meetings, stakeholder meetings, and recurring status meetings.
- Prepare and deliver weekly, monthly, and ad hoc program status briefings.
- Monitor project performance against schedule, scope, and deliverable requirements.
- Identify program risks, issues, dependencies, and mitigation strategies.
- Maintain risk registers, action item trackers, and decision logs.
- Coordinate knowledge management activities, including documentation transfer and process capture.
- Support phase-in activities by coordinating startup plans, onboarding activities, and transition schedules.
- Support phase-out activities by coordinating transition plans, knowledge transfer sessions, and delivery of Government-owned artifacts.
- Review contractor deliverables for quality, completeness, and compliance before submission.
- Facilitate communication between IRS leadership, technical teams, analysts, and external stakeholders.
- Manage program documentation using Microsoft Office applications and collaboration platforms such as SharePoint.
- Support continuous improvement of program management processes and reporting practices.
