Ascension is seeking an experienced Acquisition Specialist to serve as the onsite Contractor Supervisor supporting the Naval Health Research Center (NHRC) Acquisition Support Services mission. The ideal candidate is a detail-oriented acquisition professional who understands the administrative and operational requirements associated with supporting Department of Defense (DoD) research environments and can effectively coordinate acquisition activities, contract administration functions, and contractor workforce execution.
This position is critical to ensuring NHRC receives timely, accurate, and compliant acquisition support while maintaining organized contract files, supporting invoice and deliverable reviews, coordinating post-award administration activities, and ensuring contractor personnel perform effectively against mission requirements.
The successful candidate will bring strong organizational leadership, attention to detail, and the ability to manage competing priorities in a mission-focused environment. The candidate should be comfortable working with Government stakeholders, contractor personnel, acquisition documentation, and compliance-driven processes.
Summary of Contractor Role
The Acquisition Specialist (Onsite Contractor Supervisor) will provide onsite contractor leadership and acquisition support services for NHRC’s Science Acquisition Support department. The individual will oversee daily contractor operations, assign workload, monitor performance, coordinate schedules, and ensure contractor personnel successfully execute acquisition support activities.
The role supports acquisition lifecycle activities including contract modification review, contract closeout support, invoice and deliverable validation, COR documentation preparation, travel and other direct cost (ODC) review, and contract file management.
The ideal candidate will have experience working within military, medical research, government acquisition, or regulated environments where accuracy, documentation control, and compliance with established procedures are essential.
Position Responsibilities / Expected Activities
The Acquisition Specialist (Onsite Contractor Supervisor) will:
- Supervise onsite contractor personnel supporting NHRC acquisition support activities.
- Assign daily tasks and workload priorities to contractor personnel based on mission requirements.
- Establish and maintain contractor schedules to ensure timely completion of acquisition support activities.
- Certify contractor employee time and manage leave requests in accordance with company procedures.
- Evaluate contractor performance and provide feedback to ensure compliance with contractual requirements.
- Resolve personnel performance issues and coordinate corrective actions when necessary.
- Monitor acquisition support activities including contract modifications, invoice reviews, deliverable tracking, and contract documentation.
- Review contract modifications for completeness, accuracy, and compliance with applicable requirements.
- Ensure contract files are properly organized, maintained, and documented according to NHRC policies and naming conventions.
- Oversee preparation and submission of acquisition support documentation.
- Support preliminary invoice reviews by validating deliverables, funding availability, and supporting documentation.
- Review COR documentation packages including monthly reports, surveillance documentation, and contractor performance documentation.
- Coordinate with Government COR representatives regarding acquisition support activities, status updates, and issues.
- Review ODC and travel requests for completeness, regulatory compliance, supporting documentation, and funding availability.
- Ensure contractor personnel complete required DoD and Government training requirements.
- Maintain compliance with contract deliverables including monthly status reports, staff tracking documentation, and required NDA submissions.
- Support transition-in and transition-out activities to maintain continuity of services.
