Ascension is seeking an Operations Analyst / Management Analyst II to support a federal strategic communications modernization effort focused on improving communications workflows, performance measurement, content operations, and organizational capability. This role is aligned to the Defense Finance and Accounting Service Corporate Communications requirement, where the customer is seeking to move from a traditional, reactive public affairs model toward a proactive, data-driven strategic communications organization.
The ideal candidate will help the customer organize work, analyze operational performance, support requirements definition, develop performance metrics, facilitate Integrated Project Teams, and identify practical process improvements. The requirement emphasizes integrated communications management tools, advanced analytics and reporting, social media/content innovation support, and skills development for communications staff.
Summary of Contractor Role
The Operations Analyst / Management Analyst II will provide operational analysis, program support, performance measurement, and process improvement support to help the customer strengthen strategic communications capabilities. The customer’s current pain points include manual processes, duplicative work, limited performance measurement, gaps in modern communications tools, and skills gaps in analytics, AI integration, digital media production, and campaign management.
This role requires a detail-oriented analyst who can work across communications, program management, data, and process improvement functions. The candidate should be comfortable translating customer needs into action plans, trackers, dashboards, meeting materials, process maps, risk logs, and recommendation briefings. The GSA labor category requires a bachelor’s degree and 6 years of experience, with responsibilities that include operational advisory support, analysis and reporting, program/project management support, requirements elicitation, budgeting/reporting support, performance metrics, market research, cost estimation, presentations, risk mitigation, and IPT facilitation.
Expected Day-to-Day Activities
- Analyze current communications workflows, reporting processes, stakeholder touchpoints, and project tracking practices to identify duplication, bottlenecks, and improvement opportunities.
- Support requirements definition for integrated communications management tools, dashboards, editorial calendars, project trackers, and reporting workflows.
- Develop and maintain performance metric trackers, KPI dashboards, action item logs, risk registers, issue logs, and decision records.
- Facilitate or support Integrated Project Teams, working groups, stakeholder meetings, and requirements sessions.
- Prepare meeting agendas, briefing materials, read-ahead packages, notes, summaries, and follow-up action trackers.
- Conduct research on communications operations, content workflow practices, analytics approaches, tool requirements, and process improvement options.
- Support market research and alternatives analysis for tools that may support content management, analytics, project management, social media monitoring, and reporting.
- Document current-state and future-state workflows, standard operating procedures, process maps, and job aids.
- Coordinate with communications, analytics, training, technology, and leadership stakeholders to gather input and validate recommendations.
- Develop executive-level presentations that summarize findings, risks, recommendations, implementation status, and performance trends.
- Support development of training-related materials, adoption plans, and knowledge transfer tools for customer staff.
- Identify project risks, develop mitigation recommendations, and escalate issues that may affect schedule, quality, stakeholder adoption, or reporting accuracy.
- Support dashboard inputs and data storytelling by helping connect communications activities to measurable business outcomes.
- Maintain organized files, version-controlled work products, and repeatable templates for customer use.
