Ascension is seeking a data-driven Program Analyst specializing in performance measurement and GPRA reporting to support mission-critical federal education programs. This role is central to helping the Department of Education evaluate the effectiveness of TRIO programs that serve low-income, first-generation, and underserved student populations.

The ideal candidate is a strategic thinker and technical analyst who can transform complex program data into actionable insights, develop performance indicators, and support federal reporting requirements. This individual will play a key role in analyzing Annual Performance Report (APR) data, developing KPIs, and supporting Government Performance and Results Act (GPRA) reporting, directly influencing program oversight, funding decisions, and national education outcomes.

This is a high-impact role supporting large-scale federal datasets and longitudinal analysis efforts tied to over 3,000 grant programs annually .


Summary of the Contractor Role

The Program Analyst will support data analysis, performance measurement, and reporting activities aligned with Task 3 (Data Quality Analysis) and Task 5 (GPRA Reporting) of the TRIO Data Analysis contract.

This role requires a detail-oriented, analytical professional who can work with large administrative datasets, identify trends, ensure data quality, and develop meaningful performance metrics. The candidate must be comfortable working in an evolving federal environment, managing competing priorities, and delivering high-quality, accurate analytical products.

The analyst will:

  • Evaluate program performance using APR data
  • Develop KPIs and performance indicators aligned with federal requirements
  • Conduct longitudinal and trend analysis across multiple years of data
  • Support GPRA reporting and statistical reporting requirements
  • Translate data into reports, dashboards, and visualizations for stakeholders

The role supports the Department’s need to analyze program outcomes, assess data quality, and produce performance reports for internal and public use .


Day-to-Day Activities

  • Analyze large-scale APR datasets to assess program performance and outcomes
  • Develop and refine KPIs and GPRA performance measures
  • Conduct longitudinal data analysis across multiple program years
  • Evaluate data quality, identify inconsistencies, and recommend improvements
  • Prepare statistical summaries, reports, and data visualizations
  • Support development of GPRA reports, including narrative and tabular outputs
  • Collaborate with project managers and senior analysts on deliverables
  • Translate analytical findings into clear, actionable insights for stakeholders
  • Perform validation checks and ensure accuracy of reported metrics
  • Support preparation of 508-compliant reports for public dissemination
  • Participate in data review meetings and provide analytical recommendations

Minimum RequirementsBachelor’s degree in Data Analytics, Statistics, Economics, Public Policy, or related field | 3–7+ years of experience in data analysis, program evaluation, or performance reporting
