Ascension LLC is seeking a mission-driven Program Manager to lead business management and strategic coordination efforts supporting the Armed Services Blood Program Division (ASBPD) within the Defense Health Agency.

This role is critical to ensuring the successful execution of strategic communications, blood program analytics, business transformation initiatives, and executive-level program reporting that directly supports military medical readiness.

Summary of the Contractor Role

The Program Manager provides leadership and oversight for all contract activities in direct support of the Defense Health Agency, Armed Services Blood Program Division (ASBPD) located at DHA Headquarters in Falls Church, Virginia.

The Armed Services Blood Program Division is responsible for ensuring the availability, safety, and strategic management of blood products in support of military medical readiness. This position supports ASBPD’s business management functions, including strategic communications, operational data analysis, program performance monitoring, records management, stakeholder coordination, and business transformation initiatives.

The Program Manager serves as Ascension’s primary interface with ASBPD leadership and senior DHA stakeholders. The role ensures that all technical deliverables, reporting products, strategic planning efforts, and performance improvement initiatives are aligned with ASBPD mission objectives and DHA governance requirements.

This position requires an experienced leader who understands the operational environment of the Defense Health Agency and can coordinate complex, interrelated project tasks involving communications, analytics, process improvement, and executive reporting. The Program Manager guides the development of mission-aligned operational plans, establishes measurable outcomes, supports capital planning prioritization, and ensures that ASBPD initiatives advance strategic military health readiness objectives.

The ideal candidate brings prior experience supporting DoD military or civilian customers and demonstrates the ability to engage senior-level leadership, manage contractor personnel, review technical deliverables, and ensure consistent execution of program requirements in a regulated federal environment.


Day-to-Day / Recurring Responsibilities

• Lead and manage all contract activities in alignment with the PWS
• Develop and maintain integrated project schedules and milestone trackers
• Coordinate and facilitate meetings with DHA leadership and stakeholders
• Review and approve technical deliverables prior to submission
• Provide strategic guidance on operational planning and measurable outcomes
• Develop executive-level briefings and reports
• Align performance metrics to DHA strategic goals
• Oversee task execution and ensure compliance with contractual requirements
• Manage communication across government and contractor personnel
• Monitor risk and implement mitigation strategies
• Ensure documentation is compliant with DHA records management requirements
• Support capital outlay planning prioritization discussions
