Ascension LLC is seeking a Strategic Planning Analyst / Senior Consultant to support a high-visibility executive strategic planning engagement for the Maryland Motor Vehicle Administration (MVA).

This role is essential to the success of the engagement. While the Lead Facilitator drives executive sessions, this individual ensures that the substance of those discussions is captured, synthesized, structured, and translated into a clear, actionable Strategic Roadmap.

Summary of the Contractor Role

The Strategic Planning Analyst / Senior Consultant will support the Maryland Motor Vehicle Administration (MVA), an Administration within the Maryland Department of Transportation (MDOT), in executing a phased strategic planning engagement as defined in the Solicitation.

The MVA is responsible for delivering motor vehicle-related services to residents and businesses across the State of Maryland and is seeking professional facilitation services to guide executive leadership and management through vision setting, organizational alignment, and development of a Strategic Roadmap to enhance customer experience for both internal and external customers.

The requirements document does not identify a specific sub-program office beyond the Motor Vehicle Administration (MVA). Therefore, this role will directly support MVA Executive Leadership and MVA Management teams.

In this capacity, the Strategic Planning Analyst / Senior Consultant will:

  • Support executive leadership visioning sessions
  • Document and synthesize cross-functional leadership input
  • Extract strategic themes and organizational priorities
  • Translate qualitative discussions into structured, actionable roadmap elements
  • Develop draft and final Strategic Roadmap documentation
  • Align strategic priorities with MVA’s mission, operational environment, and customer experience goals.

This role is critical to ensuring that executive dialogue is converted into measurable, sequenced initiatives with defined short-, medium-, and long-term focus areas.

The ideal candidate will bring demonstrated experience supporting public-sector strategic planning engagements, possess strong analytical and synthesis capabilities, and be comfortable operating in executive-facing environments where clarity, discretion, and structured thinking are essential.


Day-to-Day / Engagement Activities

  • Document executive leadership visioning sessions in structured format
  • Extract key themes, priorities, and guiding principles from discussions
  • Conduct thematic and strategic alignment analysis
  • Draft Executive Vision Summary documents
  • Draft Management Input Consolidation Reports
  • Develop short-, medium-, and long-term initiative sequencing models
  • Align roadmap priorities to MVA mission and operational environment
  • Support development of success measures and performance indicators
  • Create executive-ready PowerPoint presentations
  • Prepare meeting summaries, briefing notes, and facilitation materials
  • Support final presentation and wrap-up session documentation
  • Assist in drafting optional customer service training recommendation framework if activated.
