Ascension is seeking a senior-level strategic facilitation expert to serve as the Lead Strategic Planning Facilitator supporting the Maryland Motor Vehicle Administration’s executive strategic planning engagement.

This individual will lead high-visibility executive leadership sessions focused on:

  • Vision-setting and future-state alignment
  • Defining “Premier Customer Experience” (internal and external)
  • Strategic prioritization
  • Roadmap development (short-, mid-, and long-term)
  • Executive-level synthesis and presentation

This role is critical to the success of the engagement. The Lead Facilitator will directly engage Executive Leadership and Management to drive alignment, clarify strategic direction, and translate discussions into an actionable Strategic Roadmap.

The ideal candidate is:

Position Summary

The Lead Strategic Planning Facilitator will support the Maryland Department of Transportation (MDOT), Maryland Motor Vehicle Administration (MVA) in executing a phased strategic planning engagement.

This role will directly support MVA Executive Leadership in establishing a shared organizational vision, defining the agency’s future-state strategic direction, and developing an actionable Strategic Roadmap to guide short-, mid-, and long-term priorities across the Administration.

The engagement will be coordinated through designated MVA Executive Leadership representatives. A specific program office is not identified within the solicitation; therefore, this role will operate at the enterprise leadership level within the MVA.

The Lead Strategic Planning Facilitator will:

  • Design and execute structured executive visioning sessions
  • Facilitate alignment discussions between Executive Leadership and MVA Management
  • Synthesize qualitative and quantitative inputs into strategic themes
  • Develop a comprehensive Strategic Roadmap aligned with MVA’s mission and customer experience objectives
  • Present findings and recommendations to MVA Executive Leadership
  • Provide optional customer service training recommendations if exercised

This role requires executive presence, structured facilitation methodology, and the ability to translate complex strategic dialogue into measurable, actionable initiatives suitable for a statewide public service agency.


Day-to-Day / Engagement Activities

The Lead Strategic Planning Facilitator will:

  • Conduct kickoff meeting to confirm objectives, scope, and stakeholders
  • Review background materials and prior planning artifacts
  • Develop structured facilitation plan and meeting agendas
  • Facilitate Executive Leadership Visioning Session
  • Guide discussions on shared organizational vision and customer experience definition
  • Lead alignment sessions with Executive Leadership and Management
  • Identify strategic priorities, enablers, risks, and readiness gaps
  • Analyze session outputs and synthesize themes
  • Develop a structured Strategic Roadmap document
  • Define short-, mid-, and long-term priorities
  • Recommend measurable success indicators and focus areas
  • Prepare executive-ready briefing materials
  • Present draft and final roadmap to leadership
  • Incorporate leadership feedback into final deliverables
  • Provide training recommendations if Optional Task is exercised
