Ascension LLC is seeking a detail-oriented, technically proficient, and process-driven Content Migration Specialist to support a large-scale corporate website redesign initiative for a major public utility client.

This role is mission-critical to the success of the website relaunch. The selected candidate will be responsible for planning, organizing, transforming, validating, and migrating hundreds of pages of structured and unstructured content from the legacy WSSC website into a modern Drupal-based CMS platform.

The ideal candidate understands that content migration is not copy-and-paste work. It requires:

  • Strategic content inventory and audit
  • Metadata normalization and tagging
  • Accessibility remediation (WCAG 2.1 AA / Section 508)
  • URL mapping and redirect planning
  • Structured data alignment to new templates
  • Coordination with UX, development, and content owners
  • Rigorous QA and validation prior to go-live

This role is best suited for professionals who thrive in structured environments, are comfortable working with spreadsheets and CMS backends, and possess the discipline to manage high-volume content transitions without introducing errors.

Summary of the Contractor Role

The Content Migration Specialist will directly support WSSC Water under Solicitation No. 89585 for the Corporate Website Re-Design initiative. This effort supports WSSC Water’s public-facing digital modernization program and is aligned with the agency’s Communications and Customer Engagement functions responsible for delivering accurate, accessible, and timely information to more than 1.9 million customers across Montgomery and Prince George’s counties.

WSSC Water’s website serves as a mission-critical public service platform providing emergency water main alerts, construction updates, billing and service management tools, water quality reporting, public meeting information, and regulatory transparency resources. The migration of this content is not administrative in nature. It is operationally significant and directly impacts public trust, service continuity, and regulatory compliance.

The Content Migration Specialist will lead the structured transition of 300+ pages of legacy website content into WSSC Water’s new Drupal-based CMS environment. This includes conducting a full content inventory and audit, identifying redundant or outdated content, mapping legacy URLs to the new information architecture, applying structured taxonomy and metadata, ensuring WCAG 2.1 AA and Section 508 accessibility compliance, and supporting redirect planning to preserve SEO integrity.

The Specialist will work closely with WSSC Water’s project stakeholders, including Communications, Customer Service, Operations content owners, and the IT modernization team, to validate content accuracy and ensure that all migrated materials align with approved templates, governance standards, and regulatory requirements.

This role requires a disciplined professional who understands that content migration within a public utility environment must be:

  • Accurate and auditable
  • Accessibility compliant
  • Operationally reliable
  • Structured for long-term maintainability
  • Aligned with public information and transparency standards

The Content Migration Specialist is expected to bring both technical CMS proficiency and structured content governance expertise to ensure that WSSC Water’s redesigned website launches with complete, accurate, accessible, and properly categorized information that supports customers during both routine service interactions and emergency conditions.

Day-to-Day / Ongoing Responsibilities

  • Conduct detailed content audits of existing website pages
  • Develop and maintain master content migration tracker (Excel or Smartsheet)
  • Map legacy URLs to new site structure and navigation
  • Identify ROT content and recommend archival or removal
  • Normalize headings, formatting, and content hierarchy
  • Apply structured metadata and taxonomy in Drupal CMS
  • Coordinate with accessibility specialists to remediate non-compliant content
  • Reformat tables, PDFs, and embedded media for accessibility
  • Validate links, forms, and embedded components post-migration
  • Support development of 301 redirect maps
  • Test migrated pages across devices and browsers
  • Perform structured QA prior to staging and production deployment
  • Support stakeholder review cycles and incorporate feedback
  • Maintain version control and documentation of migration decisions
  • Assist with content freeze planning and cutover strategy
  • Collaborate with SEO and analytics teams to ensure continuity
